PREFACE

This report covers progress through the period ending 31 March 1966 on construction
and electrification of tubewells and construction of surface drainage works in the Northern
Zone of the Indus Plains. The works covered in this report are part of the Ground Water
and Reclamation Program of the West Pakistan Water and Power Development Authority.

Contract preparation and supervision of construction of the tubewells and surface drainage
works are being performed by Tipton and Kalmbach, Inc., with the assistance of the engineer-
ing staff of the Ground Water and Reclamation Division of the Authority. Administration
and supervision of the electrification of tubewells for the Upper Jhelum Subproject are being
performed by Commonwealth Associates, Inc. For all other Subprojects and Units presently
underway, electrification supervision is by the Electricity Department of the Authority. The
status of electrification of tubewells reported herein has been compiled from information furnish-
ed by Commonwealth Associates, Inc., and the Electricity Department.

For purposes of planning, the Ground Water and Reclamation Program is divided into
Projects which encompass entire doabs or major portions thereof. These Projects are further
divided into Subprojects and Units for purposes of construction. The location of the Projects
and their subdivisions is shown on Figure 1. Table 1 gives a detailed list of the Projects,
Subprojects and Units in the construction program.

At the end of March the construction inspection and support staff of the Engineer and
the Authority assigned to field operations consisted of the following personnel :

At the end of this report period 60 vehicles were assigned to field units. Six of the vehicles
were down for repair, leaving 90 percent of the vehicles assigned to the field available for
service.

The following table indicates temperature and rainfall data for the cities of Jhelum,
Sargodha and Multan during the month of March, 1966. Jhelum is adjacent to the Upper
Jhelum Subproject ; Sargodha is the closest major city to the Khadir Unit and Multan is adjacent
to the Lower Thal area of Project No. 3.

SUMMARY


Construction of Project No. 1 Central Rechna Doab was substantially completed in
1962. The status of the construction of tubewells and surface drainage works in the Subprojects
and Units which have been authorized for construction under Projects 2, 3 and 4 is as follows :

TUBEWELLS
LALIAN UNIT
The Lalian Unit of Project No. 2 consists of 137,000 acres in the east-central portion of
Chaj Doab in which 163 tubewells were completed in December 1963 and it is now under the
supervision of the Land and Water Development Board. (See Figure 1).

MONA UNIT

The Mona Unit of Project No. 2 consists of 112,000 acres in the north-central portion of
Chaj Doab in which 138 tubewells were completed in November 1965 and it is now under the
supervision of the Ground Water and Reclamation Division of WAPDA as the "Mona Experi-
mental Unit". (See Figure 1).

KHADIR UNIT
The Khadir Unit of Project No. 2 consists of 170,000 acres in the south-central portion of
Chaj Doab in which 214 tubewells are being constructed. (See Figure 1).
The contract was awarded on the basis of 205 tubewells, but 9 tubewells have been added.
Figure 2-103A shows the locations of tubewells being constructed in the Khadir Unit.
Consturction and electrification of the tubewells in the Khadir Unit are being carried out
under Contract No. 2-103 by Geoistrazivanja of Zagreb, Yugoslavia. Energoinvest of Sarajevo.
Yugoslavia has subcontracted for the electrification work.
The status of the construction of tubewells in the Khadir Unit is shown in Table 2-103
and in Figure 2-103B.

Six tubewells were constructed, 18 tubewells were developed and tested ; the concrete
pump pedestal and floor slab were constructed at 32 tubewells ; equipment was installed on 60
tubewells ; pumphouses were constructed on 43 tubewells, and 43 tubewells were recommended
for acceptance during this report period.

The status of payments made to the Contractor through the end of March for tubewell
construction work in the Khadir Unit is shown in the following table.

LALIAN UNIT

Consturction and electrification of the tubewells in the Khadir Unit are being carried out
under Contract No. 2-103 by Geoistrazivanja of Zagreb, Yugoslavia. Energoinvest of Sarajevo.
Yugoslavia has subcontracted for the electrification work.
The status of the construction of tubewells in the Khadir Unit is shown in Table 2-103
and in Figure 2-103B.

Six tubewells were constructed, 18 tubewells were developed and tested ; the concrete
pump pedestal and floor slab were constructed at 32 tubewells ; equipment was installed on 60
tubewells ; pumphouses were constructed on 43 tubewells, and 43 tubewells were recommended
for acceptance during this report period.

PROJECT NO. 2 CHAJ DOAB


TUBEWELLS
LALIAN UNIT
The Lalian Unit of Project No. 2 consists of 137,000 acres in the east-central portion of
Chaj Doab in which 163 tubewells were completed in December 1963 and it is now under the
supervision of the Land and Water Development Board. (See Figure 1).

MONA UNIT

The Mona Unit of Project No. 2 consists of 112,000 acres in the north-central portion of
Chaj Doab in which 138 tubewells were completed in November 1965 and it is now under the
supervision of the Ground Water and Reclamation Division of WAPDA as the "Mona Experi-
mental Unit". (See Figure 1).

KHADIR UNIT
The Khadir Unit of Project No. 2 consists of 170,000 acres in the south-central portion of
Chaj Doab in which 214 tubewells are being constructed. (See Figure 1).
The contract was awarded on the basis of 205 tubewells, but 9 tubewells have been added.
Figure 2-103A shows the locations of tubewells being constructed in the Khadir Unit.

The Upper Jhelum Subproject consists of 623,000 acres in the upper half of Chaj Doab
in which approximately 878 tubewells will be constructed. The contract was awarded on the
basis of 815 tubewells, but present indications are that the number of tubewells required may
approach 880. Figure 2-104A shows the locations of the tubewells in the Upper Jhelum
Subproject.
Construction of the tubewells in the Upper Jhelum Subproject is being carried out under
Contract No. 2-104 by Southeastern Asia Drilling Company and its Subcontractor, Harold T.
Smith, Inc.
The status of tubewell construction in the Upper Jhelum Subproject is shown in Table
2-104 and Figure 2-104B.
Forty-five tubewells were constructed ; 58 tubewells were developed and tested; concrete
pump pedestals and floor slabs were constructed at 47 tubewell installations, equipment was
installed at 84 tubewells; pumphouses and discharge boxes were constructed on 49 tubewells ;
equipment was tested on 33 tubewells, and 17 tubewells were recommended for acceptance
during this report period.

(5) Gustave Hirsch Organization, Inc.

The main bids, as well as a number of alternates submitted by three of the Bidders, are
being evaluated and a report of the bid analysis, together with recommendations, is expected to
be submitted soon to the Authority.

Subsequent to the issuance of a Letter of Intent by WAPDA, and approval by AID of
award of contract to Greaves Crompton Parkinson Ltd. for the construction of three, 132-11 KV

A site-survey plan of the location approved for the Kuthiala Sheikhan Substation was

Distribution Lines

AID's approval of the Letter of Intent to award the contract for the construction of 850
miles of 11-KV distribution lines to The Imperial Electric Company was received. Further
discussions were held by WAPDA, The Imperial Electric Company and Commonwealth to clarify
contract conditions. A draft of the proposed Contract Documents was prepared, end is being
distributed to the interested parties, including AID, for their review and final modifications before
preparing the contract itself.

Representatives of WAPDA, The Imperial Electric Company and Commonwealth went to
Karachi to witness a series of acceptance tests to destruction on prototypes of the various design
types of lattice steel poles to be supplied by Karachi Shipyard for the 11-KV distribution system.
In each case the test was successful with failure occurring well beyond specification limits. In the
test of the pole with platform for mounting a distribution transformer, it was not possible to cause
failure with the facilities available. Written acceptance of the lattice steel pole designs were
furnished the manufacturer by WAPDA and Commonwealth.

Power Transformers

AID's approval was received for the purchase from Westinghouse Electric International
Company of three 12/16/Fut 20-Mva, and one 5.0/6. 25-Mva, 132-11 KV power transformers. An
order for the purchase of these transformers, together with a Letter of Credit, is being
prepared.

Distribution Transformers

Analysis was made of the results of factory acceptance tests on five sample units taken at
random from the initial group of twenty-five 50-Kva, 11,000-230/400-volt, three-phase distribu-
tion transformers manufactured by The Climax Engineering Company of Gujranwala. This
analysis showed that this first group of distribution transformers did not meet specifications and
accordingly were not accepted.

Acceptance tests on a second group of fifty 50-Kva distribution transformers manufactured
by The Climax Engineering Company were analyzed and found to be satisfactory. Written
acceptance of this group of transformers was sent to the manufacturer and the transformers have
been delivered to WAPDA at the Gujrat Main Grid Station. Results of tests made on March
25 of a third group of fifty 75-Kva distribution transformers are being analyzed.

Twenty-five units of 50-Kva size and twenty-five units of 75-Kva size distribution trans-
formers manufactured by S. Muhammad Din & Sons, Ltd., and previously tested by the manu-
facturer and found to be acceptable by the Consultant, were delivered to WAPDA at the Gujrat
Main Grid Station.

Test results of five sample units, each from a second group of twenty-five 50-Kva and
twenty-five 75-Kva distribution transformers manufactured by S. Muhammad Din & Sons, Ltd.,
were analyzed. Analysis showed that the transformers met specifications and a letter of accep-
tance was sent to the manufacturer.

Surveying for Circuit A, which will extend temporarily from the Rasul Hydel Plant into
the Dinga Area, progressed well during the month and is now complete. Preparation of construc-
tion drawings and staking sheets is in progress.

Setting of concrete monuments at all angle and terminal points of Circuit E, which extends
from the Mandi Bahauddin Substation into the Helan Area, is in progress. Preparation of staking
sheets for this circuit is being continued. Some revision of these sheets may be necessary depend-
ing upon the conductor sizes available in WAPDA stores.

A field trip was made by Commonwealth's Field Engineer and Imperial Electric's Division
Engineer to inspect terminal and angle points of Circuit F, which will be temporarily supplied
from the Rasul Hydel Plant and will extend into the Helan Area.

A number of soil samples were taken at random to determine the maximum and minimum
bearing qualities of the soil along the route of Circuit F. Analysis of the samples indicates that
the soil is satisfactory for the pole foundations now designed. No high-water tables were found
along the route.

Surveying for the route of the new circuit to be supplied temporarily from the Mandi
Bahauddin Substation, and which will extend westerly into the Sohawa subdivision, began early
in the month and proceeded well.

An order was placed by WAPDA with Adma Corporation of Lahore, crossarm manu-
facturer, for the supply of 3,000 crossarms. Also, an order is being placed by WAPDA with the
Ekram Company, for 5,200 28-inch, and 1,600 double-span, galvanized crossarm braces. WAPDA
and Commonwealth engineers investigated the availability of supplies from WAPDA stores for
other materials, including conductors, lattice steel poles, insulators and line hardware.

An inspection trip was made by representatives of WAPDA and Commonwealth to the
Rasul Hydel Plant to determine the connections for Circuits A and F to the WAPDA grid system
at the temporary substation adjacent to the plant.

SURFACE DRAINAGE


CHOT AND RUKAN DRAINS

The Chot Drain, consisting of 11 miles of enlarged drainage channel and 29 structures;
and the Rukan Drain, consisting of 8 miles of new drainage channel and 31 structures, are located
in the Upper Jhelum Subproject in the north central portion of Chaj Doab. The location and
status of construction of the Chot and Rukan Drains are shown in Figure 2-200.

The excavation of the Chot and Rukan Drains is being carried out by the MPO under the
terms and conditions of Contract No. 2-201 which was executed on 29 April 1965. It is estimated
that there is to be a total excavation of approximately 16,300,000 cubic feet of material under the
terms and conditions of this contract. During this report period it is estimated that approximately
100,000 cubic feet of material were excavated, bringing the estimated total quantity of material
excavated to date to 6,059,000 cubic feet. This is approximately 37 percent of the estimated
total excavation to be done. Excavation had been done from R.D. 0+000 to R.D. 32+000 on
the Chot Drain, and from R.D. 0+000 to R.D. 21+000 on the Rukan Drain at the close of this
report period.

Award of Contract for Construction of Structures for Chot and Rukan Drains, Contract
No. 2-203, was awarded to M/s Abdusalam Mohd Ishaque and Company on January 20,
1966.

The Contractor has started work on 5 structures and the estimated total work done to date
is 2.5 percent.


MONA DRAIN

Contract No. 2-209 for Construction of "Fall Structure Cum V.R. Bridge, Mona Drain
R.D. 1+900", was awarded to M.S. Mahmood and Saleem Akhtar on Jauuary 10, 1966. Work
was begun on the structure and field examinations of the dewatering methods used by the
Contractor were made. Work was halted temporarily for inspection of foundations, and then the
construction continued under supervision. Seventy-five percent of the total work had been com-
pleted at the end of this report period.


SHAHPUR BRANCH CULVERT

Construction drawings for the Shahpur Branch Culvert were approved by the Irrigation
Department on January 31, 1966 and WIAPDA has been given notice to proceed with the
construction.
Revisions were made in the Contract Drawings.

The Chot Drain, consisting of 11 miles of enlarged drainage channel and 29 structures;
and the Rukan Drain, consisting of 8 miles of new drainage channel and 31 structures, are located

status of construction of the Chot and Rukan Drains are shown in Figure 2-200.

The excavation of the Chot and Rukan Drains is being carried out by the MPO under the
terms and conditions of Contract No. 2-201 which was executed on 29 April 1965. It is estimated
that there is to be a total excavation of approximately 16,300,000 cubic feet of material under the
terms and conditions of this contract. During this report period it is estimated that approximately

TUBEWELLS

KOT ADU UNIT

The Kot Adu Unit of Project No. 3 consists of 400,000 acres in the northwest portion of
Lower Thal Doab. It is planned to construct approximately 475 tubewells in this area.

On 16 March, the bids for the construction of tubewells and procurement and installation
of equipment for 475 tubewells in Kot Adu Unit were opened in the Head Office of the Authority.

The following seven out of thirteen prequalified Bidders submitted their Bids.

ALIPUR UNIT

The Alipur Unit consists of approximately 400,000 acres in lower end of Lower Thal
Doab. The Unit is bounded on the west by the Indus River and on the east by the Panjnad
and Chenab Rivers; The northern boundary runs approximately west from the village of Kinjar
Khas to the Indus River and southeast from Kinjar Khas to the Chenab River. In this area the
Authority will construct approximately 500 tubewells. Figure 3-107A shows the location of
tubewells in Alipur Unit.

The site sketches for 245 tubewell installations have been transmitted to the Contractor
through this report period.

Construction of the tubewells in the Alipur Unit is being carried out by Geoistrazivanja
under Contract No. 3-107, dated 3 September 1965 and effective 30 June 1965.

The status of tubewell construction in the Alipur Unit is shown in Table 3-107 and on
Figure 3-107B.

Thirty-five tubewells were constructed and 10 tubewells were developed and tested dur-
ing the report period.

Payments made to the Contractor during March are shown in the following table :

The Engineer forwarded to the Authority the Robert W. Hunt Inspection Reports,
(No. 40342, No. 40203, and a final report), and Inspection Certificate No. 6941 and 7173 during
this report period. The Inspection Reports cover the inspection of 20,820 feet of 8-inch and
and 10-inch diameter fiberglass pipe and accessory materials. The Inspection Certificate covers
the inspection of 53,800 feet of 8-inch and 10-inch diameter fiberglass pipe and fittings.

Change Order No. 1 dated 17 March 1966 was approved by the Authority during this
report period. This Change Order provides amendment to Fiberglass Tubewell Casing Specifica-
tions so that the fiberglass tubewell casing supplied by Bristol Aeroplane Plastics Limited to
Geoistrazivanja for use on the Alipur Unit will be in full compliance with the Contract Docu-
ments.

ELECTRIC ICAT ION


ALIPUR UNIT

Electrification of tubewells in the Alipur Unit will be carried out by Energoinvest, as
Electrification Contractor, under Contract No. 3-107, dated 3 September 1965 and effective 30
June 1965.

Figure 3-107C and Figure 3-107D indicate the construction schedules as proposed by
Energoinvest.

No progress has been intimated by the Contractor for the report period.

KOT ADU MAIN DRAIN


The Kot Adu Main Drain, consisting of approximately 26 miles of existing drainage
channel which is to be enlarged and 76 new structures which are to be constructed, is located in
the border areas between the Kot Adu Unit, the Alipur Unit and the Rangpur Unit. It drains
an area below the Muzaffargarh Canal and is tributary to the Chenab River at its outfall near
Shahr Sultan. The location and status of construction of the Kot Adu Main Drain are shown
in Figure 3-200, location map of surface drains in Project No. 3 Lower Thal Doab.

The excavation of the Kot Adu Main Drain from R.D. 0+000 to R.D. 88+008 is being
carried out under Contract No. 3-205 by the Machinery Pool Organization (MPO) of WAPDA.
This Contract originally called for excavation of the Drain to R.D. 130+000, but it had been
decided to let the reach of the drain from R.D. 88+008 to beyond R.D. 1304000 be construct-
ed by another Contractor. This change has reduced the quantity of excavation to be done by
the MPO from an estimated 40,000,000 cubic feet to an estimated 30,800,000 cubic feet. Dur-
this report period it is estimated that approximately 50,000 cubic feet of material were excavated
by the MPO, bringing the estimated total excavtion to date to 22,480,000 cubic feet of material.
It has been reported that the MPO has excavated from R.D. 40+000 to R.D. 72+L00 on the
Kot Adu Main Drain. This excavation work is estimated to be approximately 73 percent
completed.

The MPO is using 4 draglines, supported by 2 heavy trucks, 2 light vehicles, 1 mobile
workshop truck, 3 crawler tractors and 1 scraper.


Contract No. 3-204 for the construction of structures on the first 16.6 miles of the Kot
Adu Main Drain was executed between the Authority and the firm, Engineering Services of
Lahore, on 24 April 1965. The Tender Price for this work was Rs. 725,220.00. Forty one
structures were scheduled to be constructed under the terms and conditions of this Contract.
The number of structures has been reduced to 37. The Contractor has started construction at
28 of these structures. Fifty-one percent of the work required under the Contract had been
done by the end of this report period.


BUDH BRANCH DRAIN

The Budh Branch Drain, consisting of 17 miles of new drainage channel and 30 structures,
is a branch of the Kot Adu Main Drain and is located below the Muzaffargarh Canal and to the
west of the village of Kinjar Khas. It will flow eastward to the confluence with Kot Adu Main
Drain upon completion. The location and status of construction of the Budh Branch Drain are
shown in Figure 3-200.

Contract No. 3-207 for the excavation of Budh Branch Drain and for the construction of
structures thereon was executed between the Authority and the firm, "Desert Cat" of Lahore,
on 26 April 1965. The Tender Price for this work was Rs.693, 905.00. There are estimated
to be 12,600,000 cubic feet of material to be excavated and 34 structures to be built under the
terms and conditions of this Contract. During this period the Contractor is estimated to have
excavated approximately 1,360,000 cubic feet of material, bringing the estimated total quantity of
material excavated to date to 10,060,000 cubic feet. The excavation work is approximately
84 percent completed. The Contractor has started work on 3 structures. One-half of one per-
cent of the structure work required under the contract has been completed.

MARALA RAVI UNIT

The Marala-Ravi Unit consists of approximately 178,000 acres in the Project No. 4 area
of Upper Rechna Doab between the B.R.B.D. Link Canal and the Marala-Ravi Link Canal.
Figure 4-105A shows the location of the Marala-Ravi Unit.

On 30 June 1965, Contract No. 4-105 for the construction and electrification of approxi-
mately 300 tubewells in the Marala-Ravi Unit of Project No. 4 was executed.

The estimated cost of tubewell construction by Geoistrazivanja was Equivalent Rupees
15,116,536 ($3,175,743) and the estimated cost of electrification by Energoinvest was Equivalent
Rupees 10,019,486 ($2,104,934). The total cost for the Unit for electrification and tubewell
construction is estimated to be Equivalent Ru-ees 25,136,022 (35,233,677). Energoinvest and
Geoistrazivanja posted the required Fidelity Bonds and advances were made to them
as required by the Contract Documents. It is expected that the construction work will be
started shortly under the Contract.
The tubewell siting work has been started. Eleven tubewells were sited during this re-
port period.

A protocol between the Government of Pakistan and the Government of the Socialist Federal
Republic of Yugoslavia for the export of raw jute from Pakistan to Yugoslavia against con-
struction and electrification of 300 tubewells in Pakistan was concluded on 28 March 1966.
The Engineer forward to the Authority the Robert W. Hunt Inspection Report and
Inspection Certificate, No. 159TJK. These documents cover the inspection of 6,696 feet of
combined 8-inch and 10-inch diameter fiberglass pipe and accessory materials.
MANGTANWALA UNIT

The Mangtanwala Unit consists of approximately 150,000 acres in the Project No. 4 area
of Upper Rechna Doab between the Ravi River, Degh Nallah and the Qadirabad-Balloki Link
Canal. The area is adjacent to Salinity Control and Reclamation Project No. 1, which lies in
Central Rechna Doab immediately across the Degh Nallah channel. Figure 4-109A shows the
locations of the tubewells proposed to be constructed in the Mangtanwala Unit. This Unit
may be enlarged to include the Muridke area.
Tubewell siting work in the Mangtanwala Unit is in progress. Siting on 28 locations
was done during this report period, bringing the total number of locations sited to date to 179.
SHEIKHUPURA UNIT

Negotiations between WAPDA and Geoistrazivanja for the construction of 5P0 tubewe!ls
to be installed in the Sheikhupura Unit were suspended. This Unit also comes under the
Upper Rechna Project and may be included in a U.S. AID Loan application.
Tubewell siting work in the Sheikhupura Unit has been started. Siting on 19 locations
was done during this report period, bringing the total number of locations sited to date to 48.

TUBEWELLS

MARALA RAVI UNIT

Canal. The area is adjacent to Salinity Control and Reclamation Project No. 1, which lies in
Central Rechna Doab immediately across the Degh Nallah channel. Figure 4-109A shows the
locations of the tubewells proposed to be constructed in the Mangtanwala Unit. This Unit
may be enlarged to include the Muridke area.
Tubewell siting work in the Mangtanwala Unit is in progress. Siting on 28 locations
was done during this report period, bringing the total number of locations sited to date to 179.
SHEIKHUPURA UNIT

Negotiations between WAPDA and Geoistrazivanja for the construction of 5P0 tubewe!ls
to be installed in the Sheikhupura Unit were suspended. This Unit also comes under the
Upper Rechna Project and may be included in a U.S. AID Loan application.
Tubewell siting work in the Sheikhupura Unit has been started. Siting on 19 locations
was done during this report period, bringing the total number of locations sited to date to 48.

TUBEWELLS

MARALA RAVI UNIT

The Marala-Ravi Unit consists of approximately 178,000 acres in the Project No. 4 area
of Upper Rechna Doab between the B.R.B.D. Link Canal and the Marala-Ravi Link Canal.
Figure 4-105A shows the location of the Marala-Ravi Unit.

On 30 June 1965, Contract No. 4-105 for the construction and electrification of approxi-
mately 300 tubewells in the Marala-Ravi Unit of Project No. 4 was executed.

The estimated cost of tubewell construction by Geoistrazivanja was Equivalent Rupees
15,116,536 ($3,175,743) and the estimated cost of electrification by Energoinvest was Equivalent
Rupees 10,019,486 ($2,104,934). The total cost for the Unit for electrification and tubewell
construction is estimated to be Equivalent Ru-ees 25,136,022 (35,233,677). Energoinvest and
Geoistrazivanja posted the required Fidelity Bonds and advances were made to them
as required by the Contract Documents. It is expected that the construction work will be
started shortly under the Contract.
The tubewell siting work has been started. Eleven tubewells were sited during this re-
port period.

A protocol between the Government of Pakistan and the Government of the Socialist Federal
Republic of Yugoslavia for the export of raw jute from Pakistan to Yugoslavia against con-
struction and electrification of 300 tubewells in Pakistan was concluded on 28 March 1966.
The Engineer forward to the Authority the Robert W. Hunt Inspection Report and
Inspection Certificate, No. 159TJK. These documents cover the inspection of 6,696 feet of
combined 8-inch and 10-inch diameter fiberglass pipe and accessory materials.
MANGTANWALA UNIT

The Mangtanwala Unit consists of approximately 150,000 acres in the Project No. 4 area
of Upper Rechna Doab between the Ravi River, Degh Nallah and the Qadirabad-Balloki Link
