SIR-In pursuance of the requirements of law I have the
honor to submit herewith a report of the official acts and pro-
ceedings of this office for the fiscal year ending December
31st, 1899.
PAYMENT OF STATE DEBT. AND REDUCTION OF TAXES.
Owing to the increased expenditures on the part of the
State, necessitated by the provisions of the Constitution of
1885, which went into effect January 1st, 1887, and the fact
that no provision had been made therefore in the tax levies,
the cash in the State Treasury, applicable to current expenses,
was so depleted that it became necessary to borrow money to
meet the actual demands on the Treasury, and for that pur-
pose the Legislature of 1889 passed an act, Chapter 3875 of
the Laws of Florida, authorizing the Governor, Treasurer and
Comptroller to negotiate and secure a loan. Acting under
,this authority of the Legislature a loan of one hundred thou-
sand dollars was secured.
The Legislature of 1891 passed an act, Chapter 4018 of
the Laws of Florida, approved April 24th, 1891, authorizing
the Governor, Treasurer and Comptroller to borrow two hun-'
dred thousand dollars so as to pay the one hundred thousand
dollars already borrowed and secure an additional one hun-
dred thousand dollars to meet accumulating claims. The
total amount authorized by the act of 1891 was borrowed,
and notes issued therefore as follows:
July 17th, 1891, 3 notes of $50,000.00 each ...... $150,000.00
November 2d, 1891, 1 note ................... 25,000.00
November 3d, 1891,1 note................. 25,000.00

The notes previously issued for one hundred thousand dol-
lars were paid and the remaining one hundred thousand dol
lars placed in the State Treasury to the credit of General
"Revenue to meet appropriations made by the Legislature.
This accounts for the existence of the notes amounting to
$200,000.00 which were still outstanding October 1st, 1898.
Since that date notes have been paid as follows:
October 12th, 1898, 1 note .................... $ 25,000.00
-December 17th, 1898, 1 note.................. 50,000.00
February 16th, 1899, 1 note................... 25,000.00

Aggregating ......' ....................... .$100,000.00
This leaves $100,000.00 in 'notes unpaid at this date, but
provision has been made, without a special tax levy, to pay
the same from the taxes ordinarily levied to meet the expenses
of the State, and the remaining two notes of $50,000.00 each
will be paid on the seventeenth inst. In addition to this the
tax rate for the year 1900, to meet the current expenses of
the State and to pay the interest on the Bonded Debt, can be
reduced to two and one-half mills on the dollar, and there is
every reason to believe that the same low rate can be levied
for the year 1901. The payment of the loan of $200,000.00,
which will be completed this month, will result in an annual sav-
ing of ten thousand dollars, which was the interest thereon, and
this has been gradually brought about without increasing the
rate of taxation, for any given year, to such an extent as to
prove a burden on the tax-payers, as the average tax rate for
General Revenue for each of the past four years was three
mills. This has been accomplished by an economical admin-
istration of the affairs of the State and an adherence to the
only true economic governmental doctrine that taxation should
be limited to the actual necessities of the government without
creating a useless surplus. This is a true recognition of the
rights of the tax-payer, and so long as that course is pursued
the best interest of the State will be subserved.
BONDED DEBT.

The statement of the bonded debt, which appears elsewhere
in this report, shows that there are only $322,500.00 of the
Bonds of 1871 and 1873 in the hands of individuals, as fol-
lows:

The Bonds of 1871, which become due and payable Janu-
ary 1st, 1901, will all be absorbed by the Educational Funds
of the State, and will' be so'held subject to such action as the
Legislature may deem best.
STATE BANKS.
The increase in the deposits in State Banks during the
past two years is so gratifying as to be deemed worthy of
special mention. There are twenty-one State banks, as
shown by the statement in the appendix, with an ag-
gregate paid up capital of seven hundred and ten thous-
and dollars. The first bank was organized August 20th,
1889, and over half of these banks have been in existence for.
less than seven years.
The aggregate deposits in said banks at the close of busi-
ness on the last day of each of the past three years, were as
follows:

This increase in two years is an evidence of the material
prosperity of the people and of the recognition, on their part, of
the stability of State Banks. Increased business means added
responsibility, and there should be a corresponding increase
in the care and attention of the' officers and directors of the
banks so that the wise and conservative methods, heretofore
so generally adopted, may be continued.
Two new State Banks were recently organized, and state-
ments therefrom will appear in the next report.
The usual tabulated statements are hereto appended, and
special attention is invited thereto.
