HENRY LAWRENCE MITCHELL, Governor of the State of Florida: SI--In accordance with the requirements of law I respect- fully submit the following report of the official acts and pro- ceedings of this office for the fiscal year ending December 31, 1896. REDUCTION OF TAXATION. In connection with the .reduction of the tax rate for the year 1896, I present the following correspondence, which is self explanatory. MITCIELL, Executive Office, Tallahassee: DEAR SIR-The State's finances are in such a satisfactory condition that I am more than gratified in being able to recom- mend a reduction of the tax rate for 1896. The State tax proper, is now three and a quarter (3-) mills upon the dollar, and I would respectfully request that you exercise the authority vested in the Executive, under Section 1, Chapter 4323, Laws of Florida, and empower this office to instruct the assessors to assess only two and a half (21) mills for the year 1896. This will make a reduction of about seventy-five thousand ($75,000.00) dollars on the State tax proper tor the present year, I have the honor to remain Most respectfully, W. D. BLOXHAM, Comptroller.
