Sir: I have the honor to submit this, my fifteenth Annual Report, on the State's financial condition, covering the fiscal year ending June 30th, 1932. It will be noted that the gap has not yet been bridged between receipts and expenditures. The requirements to meet legislative appropriations far exceed the normal receipts for the period, making it necessary to transfer funds to the extent of $800,000.00 to the General Revenue Fund. We do not have to look far to find the cause. A comparison of the actual receipts with the estimate of the last legislature of expected revenues to be derived from new sources of revenues and otherwise gives the answer. The difference being made up annually by transfer of money from other funds under special statutory authority. It is essential that the Budget be balanced without depending on transfers. This can be accomplished by reducing expenditures or increasing revenues, or both, reducing some and increasing some. Present sources of revenues can be very materially increased by putting "teeth" in the laws to cause all coming within the law to respond alike. This is especially true of the Documentary Stamp Tax Law and the Occupational License Tax Law. While the cost of state government proper is a relatively small percentage of the total expenditures, being 5.93% thereof, it can be reduced by doing away with unnecessary things. This report is thought to be the most comprehensive ever pub- lished and I hope will furnish the Legislature and others with enough information to solve the financial difficulties that lie ahead.
