DEAn SIR :-In compliance with the requirements of law I have the honor to submit herewith my report of the transactions of this Department of the State Government for the years 1903 and 1904. As will be seen by reference to the several matters treated under their proper headings, the volume of busi- ness during the past two years has shown a gratifying increase, the one item of Charter Fees for issuing Letters Patent granting Charters, collected from corporations and Iaid into the State Treasury during the period named having been ..:12I.;. as against $18,068.00 for the two previous years, 1901 and 1902, an increase of $14,438.00. There has been much discussion, through the public prints and otherwise, of the condition of the books be- longing to the General or State Library, and persistent efforts have been made, by certain parties, to fasten the responsibility for the apparent negligence in this matter upon the Secretary of State. In my report of two years :ago, and in numerous reports that have issued from this office in previous years, attention has been called to the necessity for providing some suitable place for storing, shelving, and cataloguing these books so as to make them available for use, and I now respectfully repeat a former request that some place in the Capitol Building be des'g- nated where these books may be kept, and that provision be made for book cases or shelving for their proper ar- rangement and protection. As custodian of the Capitol Building and grounds I respectfully recommend an appropriation for contingent expenses of the Capitol and grounds as shown by my esti- mate filed with the Comptroller. I would also respect- fully recommend an appropriation,sufficient to provide tiling, similar to that in the north end of the main hall ,opposite the Executive Office, for the entire first floor of the Capitol, including both the East and West porches. This would add greatly to the appearance of the building and would, in the end, be economy to the State. Very respectfully, I.
