FISHING LAWS
AND REGULATIONS
The Florida Department of Natural
Resources regulates all marine fishing.
There is no saltwater fishing license
required in Florida.
When fishing for bonefish, bluefish,
flounder, mackerel, pompano, striped
RED SNAPPER bass, redfish, sailfish, snook, spotted
trout, tarpon, and permit, be sure you
have a copy of the current Florida
Saltwater Fish regulations so you'll
know exactly which are the "keepers"
and how many you can catch.
The saltwater laws and regulations
may be obtained from regional offices
of the Marine Patrol in Pensacola, Pan-
ama City, Carrabelle, Crystal River,
St. Petersburg, Ft. Myers, Marathon,
Miami, West Palm Beach, Titusville
and Jacksonville, or from the head-
SCHOOLMASTER SNAPPER quarters office in the Larson Building,
Tallahassee.
A license is required for freshwater
fishing within the state. Non-resident
licenses are issued for several time per-
iods to coincide with fishermen's time
schedules. The Florida Game and
Fresh Water Fish Commission is the
regulatory agency. These regulations
are available from any of the agents
selling freshwater fishing licenses
throughout the state.

INTRODUCTION
FLORIDA! 8,426 miles of saltwater coastline! Saltwater
sportfish in every mile of it! Where else is there such a
paradise for the saltwater sport fisherman?
Add Florida's semi-tropical year-round climate, and all
you'll need to know is wherethefishare biting at any given
time of the year, how to get there, and what specific baits
to use.
That is exactly why this book is written so you can put
your fishing skills to work (andfun)wherethe fish are known
to be.
The coastline of Florida is divided into nineareas for your
convenience and ease in finding the fishing holes. You will
note that the offshore fishing holesaredesignated by letters,
and the inshore ones are numbered.
The fishing holes shown are the known ones. They are the
proven spots where certain species of saltwater fish can al-
ways be caught the season of the year indicated. No doubt
there are many more spots than the over-five hundred
shown, but until research proves their continuous availa-
bility, they will not be shown.
The weather, tides, and temperature of the water are
always important, and can hardly be predicted. The ex-
perienced angler knows to take these factors into con-
sideration before selecting one of these numerous salt-
water fishing holes. Specific data on thesefishing conditions
can almost always be obtained in any localarea. Your best
bet is to get latest reports from the radio and TV stations,
local newspapers, or the closest fishing camp.
In the charts that follow the coastline maps, you can choose
your fishing hole by the type of fish you want to catch, by
the time of the year, or by location.
In designating the seasons, the following months were
used:
WINTER: December, January and February
SPRING: March, April and May
SUMMER: June, July and August
FALL: September, October and November
The term "offshore" has different connotations in the var-
ious areas of Florida. Looking at your area maps, you will
see that some of the offshore fishing holes are almost in-
shore. This is due to the extreme depth of the water and
other factors, with some "offshore" spots well within sight
of land. Normally, the majority of the offshore fishing
grounds are contained within the 100 fathom line and their
nature is determined by the slope of the continental shelf,
bottom composition and typography, currents, and popula-
tion of the adjacent coastal areas. Naturally, the fishing
holes most intensively fished are the ones closest to shore.
The area maps used were specially prepared to show the
approximate locations and the area of the saltwater fishing
holes. These maps are not designed to be used for navi-
gation. It is suggested that you obtain navigational charts
published by the National Ocean Survey (formerly Coast
and Geodetic Survey) from local marine supply dealers
in Florida or direct from the National Ocean Survey's Dis-
tribution Center, Washington, D. C. 20235. Appropriate
charts pertaining to the coastline of Florida are listed in the
N.O.S. National Chart Catalog 1 and are numbered 1243
through 1265. They sell for $1.50 each.
There are several of the offshore fishing holes bearing
the same name. These are local names only. To be sure
you fish the one chosen, it is important to rely on the co-
ordinates given in the chart.
No attempt has been made to include all of the artificial
reefs, only the major ones. Each year many small ones
are added with the deposit of old auto bodies, tires, dis-
carded appliances and other debris.

biting, and other specific fishing data, may be obtained by
writing the Florida Department of Natural Resources, Bureau

RELEASE OF FISH AND CERTIFICATES
Fishermen are encouraged to release certain fish unless
they are wanted as trophies. Tarpon are one of these fish.
They are not good eating and are great fighters. Most
fishing tournaments in Florida operate ona pointsystem and
encourage release of all but the largest of these fine fish.
For many years the Stuart and Palm Beach fishing clubs
have encouraged the release of Atlantic sailfish. Tagging
programs have proven that the majority of released fish
live to fight again as long as reasonable care is taken in
the release. Both of these tournaments, alopg with the old-
est in the United States, the Miami Metro, give certificates
of release to the angler. Many other tournaments have
adopted this program so that your catch is recognized and
the fish is not killed.
The Florida Conservation News, published by the Florida
Department of Natural Resources, has had a release certifi-
cate program for several years. Further information on
this program may be obtained by writing the Florida Con-

EDIBILITY OF THE FISH
YOU CATCH
To eat or not to eat the fish you catch depends, of course,
on a person's taste. Naturally, theexceptionare the species
S that are definitely poisonous or even harmful to touch.
r Some fish are better textured and flavored than others.
And too, how a person prepares the fish to eat has a lot to
do with their desirability. Some contend that most all are
good to eat, if you know how to cook them. Freshness too,
is an important factor.
So, assuming that you are a fisherman with an average
taste, here's how you will rate their edibility:
S EXCELLENT: Striped bass, redfish, bluefish, cobia, dolphin,
S flounder, Nassau and red grouper, grunts, cero, king and
spanish mackerel, mullet, permit, pompano, snook, porgies,
spotted seatrout, shad, mangrove, lane, red, vermillion, and
yellowtail snapper, trippletail, wahoo.
GOOD: Black grouper, croaker, jack crevalle, black and
spotted jewfish, blue marlin, round pompano, sheepshead,
S tuna, southern whiting.
POOR: Amberjack, bonefish, bonito, black drum, yellow
Jack, ladyfish, blue runner, sailfish, silver whiting.
FISH TO BE THROWN BACK: (This classification includes
quite a number of non-game fish and others not included
elsewhere in this book, but which may be caught by you in
Florida waters. Also included are those that are poisonous,
vicious to touch, etc.) batfish, boxfish, saltwater catfish, file-
fish, horse-eye jack, needlefish, rainbow parrotfish, puffer,
porcupine, sand diver, scorpionfish, sergeant major, ham-
S' merhead shark, snakefish, dog snapper, tarpon.
There are three characteristics of fish that may be unsafe
S to eat, as follows: 1. Poisonous fish usually have rough or
spiny scales, thorn-like spines, long plates or skin covering
* of bristles which may look like hair. 2. Jaws of most poi-
.. sonous fish have a hard, white covering without distinct
teeth. 3. Few poisonous fish look likefish. They are groles-
que creatures with strange shapes.

BOATING TIPS FOR MORE
PLEASURABLE FLORIDA FISHING
One of the important factors in having a pleasant fishing
trip is safe boating. And, by far the majority of Florida's
saltwater fishing is by boat. Operators of charter and party
boats, which handle boats much larger than you will per-
sonally use, use extreme care.
First, if you are using your own boat, be sure it is in top
condition. Screws and nuts often loosen up as it runs over
the waves. A careful check of these, all hardware, seat at-
tachments, and steering controls before you leave shore may
save you a lot of headaches. If, by chance, you might be
late returning, check now tomakesureallof your navigation
lights are working properly. Above all, don't forget to see
that your battery is well charged. It'll be wise to clean its
top and remove corrosion deposits from the terminals. Oh,
here's a safe boating tip include a tool box in your carry-
ing gear. If you are an out-of-stater and bring your own
boat, Florida recognizes valid registration certificates and
numbers issued by other states for a period of 90 days.
Of course, there are many other things a fishermen thinks
about, and does something about, when using his own boat.
He should be very careful in selecting the correct horse-
power outboard motor for his boat, see that it is tuned up
properly, especially when taking offshore fishing trips. Re-
member, the hotter the weather, at less horsepower your
motor will operate. Also, his hull should be cleaned of drag-
producing marine growth that might have collected, and a
proper size propeller with no ragged nicks.
Never venture out for offshore fishing without the boat-
ing safety devices required. Most saltwater sportfisher-
men make sure they make shore by including many that
are not actually required. They know that often times, Flor-
ida's unpredictable weather makes this good common sense.
Before you leave, file a "float plan" at the dock.
Be sure too, that you have all the necessary Coast Guard
approved personal flotation devices. Arriving home safely
after a pleasurable offshore Florida fishing trip should be
a certainty, not an accident.

All along Florida's 8,426 mile coastline, you'll find not
only ramps to launch your own boat, but many marinas
and fishing camps where you may rent a boat and motor
by the hour, by the day or by the week and obtain your
fresh bait. Many of these places have expert guides to
safely take you to nearby Florida's Saltwater Fishin' Holes
and help you select the rig and bait that might be peculiar
to that locality.

or to go out aboard a head or party boat, you may write

LADIES' CLOTHING
A true yachtsman wouldn't be seen aboard even a dinghy
without his whites, and his cap and blazer, both insignia-
trimmed and preferably monogrammed. Tennis players
can't concentrate on their games unless they know they are
sartorially correct in white shorts, white sneakers and a ten-
nis shirt trimmed in blue and red. Golfers have to look like
Arnie or the Golden Bear before they dare leave the safety
of the clubhouse for the tee. Right? So, too, do fishermen
bedeck themselves in splendid raiment before leaving the
dock. Right? WRONG, wrong, wrong A fishermen's
greatest delight is to attire himself in his oldest, rattiest
garments, already twice rejected by the trashman. He can
go forth serene in the knowledge that everyone knows that
IS how fishermen dress.
Heaven help the fisherman's poor wife, though, if she
decides to wear her old rags. Just as sure as a lady shows
up at the marina wearing her teen-age son's baggy jeans
and leftover Dudley Dooright sweatshirt, she'll meet her
husband's secretary with the boss's wife, about to board
Mr. Boss's yacht. Each of them will be modeling the latest
in double-knit slacks and a satiny body suit, topped by a
cashmere sweater set.
Somewhere in between the styles described is the one
we girls choose for fishing. Jeans or slacks are fine, if
they're your own and fit well which means not too tight
to sit in comfortably, nor so loose they have to be tugged
up after every cast. Shorts,'ofcourse, suit some gals better.
Just remember that jeans can be rolled up to tan your legs,
while shorts won't keep you from burning whenthe sun gets
high.
A long-sleeved shirt or sweater is necessary, too. Even
on the hottest days, you will find their protection from the
sun makes sleeves acceptable.
To preserve your hairdo and provide shade for your face,
a hat is another requisite to the fisherwoman. The hat
needn't be stylish, but there are lots of Island types avail-
able which look good and keep thesunoff your nose. Don't
worry about your tan. Reflected rays will see to that, es-
pecially if you're fishing salt water.
Finally, wear shoes with composition soles that won't mar
HIS deck. They will also give you sure footing on slippery
surfaces, which comes in mighty handy if you do mar his

TACKLE FOR FLORIDA'S
SALTWATER FISHING
For the average visitor or resident wishing to try his luck
in the salt waters of Florida, standard bass fishing tackle
will do the trick for most inshore species. If he goes after
some of the deep sea species, hewillprobably have to have
more specialized equipment.
RODS AND REELS
If you are planning to go after sailfish, marlin, or any
of the other offshore species, you will need a trolling rod.
A good general purpose rod for trolling should be 6 to 6'/2
feet in length fitted with a 2/0 to 4/0 reel filled with from
30 to 50 Ib. test line. Monofillament is popular, but other
types will also work well. Fiberglass, either hollow or solid,
are the most popular inthistypeofrod. Consult your tackle
shop for recommendations about the area of the state which
you are going to fish, as the people that run these shops
know what is the best combination for their particular area.
Trolling rods are usually used for bottom fishing. How-
ever, bottom rods should be stiffer and shorter. A roller
top is desirable, the reel seat should be strong and heavy,
and a rubber butt cap used. Most bottom rods are solid
glass. Use a reel large enough to hold 50 to 80 Ib. line to
reach the bottom with some to spare. You don't need as
much line on these reels as with a trolling rig, as you don't
have to play your fish as far from the boat.
The conventional bait casting rod, equipped with a service
or closed face spinning reel is a good choice for inshore
waters. If you are using a close face spinning reel, be sure
that you take the front off and wash the reel thoroughly in
fresh water after each use. The line can be from 10 to 30
lb. weight depending on the size fish you are after and the
length of the cast you wish to make. These rigs are used
in many areas as plug casting outfits.
Spinning rods have become very popular with Florida fish-
ermen who are after inshore species. Spinning rods come
in many sizes and take a number of size reels. Unless you
are planning on using spinning tackle to get 100 Ib. tarpon
or other deep sea fish,a medium size outfit will be adequate
for most of the fish found in the rivers, bays, and inlets of
the sunshine state. Lines 10 Ibs. and under will fill the bill
when you are after snook, trout, redfish, mackerel or any
of the other smaller salt water species found in Florida wa-
ters. It is a good idea to have several spools filled with dif-
ferent test line so that you can change them to fit the type
of fish you are after. A good rule of the thumb is to have
at least 200 yards of line on your reel as Florida fish some-
times make long runswhen hooked. Wash all rods and reels
in fresh water after use.
NATURAL BAITS
The most popular bait used in Florida waters is shrimp, are sandfleas, blue and fiddler crabs, pilchard and squid.

rapier-like bill. Purple-blue dorsal fin or "sail". Average
weight 30 to 60 pounds, up to 120 pounds. This fish is un-
doubtedly the prettiest, smartest and the most popular of
Florida's gamefish. When hooked, it's a real thrill to "hang
on" during its acrobatic leaps, dives and runs. You have
landed a prize when you have "outwitted" his sudden move-

TIDES
Much of the fishing in saltwater in the inland areas such
as bays, passes, and inlets is governed by the tides.
Fish in these waters feed more heavily when the water
is moving, and the best times for most locations is about
an hour before and after high tide. This isn't always the
case, but for the most part this is a pretty good timetable
to go by.
Offshore, the fish do not seem to be affected as much by
tidal flow; however, if you are fishing around artificial reefs,
wrecks or any other man-made cover, the tides do have an
influence on the fishing.

FLORIDA RIGS
Although rod, reel and line are the major fishing tackle
components, angling success depends to a great deal on
what you put at the end of that line! Shown here are some
T
terminal rigs which have been found to be particularly suc-
cessful in Florida.
BOTTOM RIGS
The three illustrations show the varied ways for bottom rig-
ging. Rig one is used when fishing for 'near-bottom' fish.
The leader and hook can be moved up or down as desired.
The second illustration shows another favorite method of
rigging for bottom fish as does the third. This last method
has one serious drawback in that light nibbles from such
fish as sheepshead are seldom if ever felt.
FISH FINDER
Line is free to run through double eye swivel, passing
through the eye and attached to a leather thong. Leader is
attached to opposite side of the thong. Sinker drops from
BARRACUDA DOUBLE
the swivel eye, and slides freely as far as the thong.
Cautious fish are more apt totake this bait since there is
far less drag on the bait which causes reluctance.
