"It is my understanding that the initial meeting on July 2, 1976,
between Departtent of Envlironmntal Requlation and the water
Bmanageant districts on standardization of rules was a
successftl one. *Z very much appreciate the active water
anagemeat district staff participation on this project,
particularly on the part of Mr. Blain, Mr. harn, and
Mr. Evans representing the Southwst Florida Water Hanaqe-
etnt District and r. Storcha and Mr. 14heeler of the Central
and southern Florida Flood Control District.

In addition, Department of Environr.ental Regulation staff will
review and revise Department and water xranace"ent district
perrait application forPrs ianto a u ft rorftt consistinr? of a
Part 1 for r-eneral- nfor atio fiart 2 for district
specific information. This effort should also be accompllished
by September 1, 1976, and drafts will be sent to each water
management district for review and modification at that tine.

A second standardization meeting will be scheduled for late
September or early October to determine further actions to be
taken. A rough order of priorities at this time would seen
as follows:

_ I) Submit rules prepared according to a statewide
standardized format for board approval.

2) Submit permit application forrs prereared according
to a statewide standardized format rt for board approval.

Sj 3) Review wording of each section and vake rinor
editorial chances as necessary to further achieve
standardization and submit as a second rule revision
for board approval.

4) Review revised rules and propose substantive c!anqes
to achieve unifor:rity *here feasible and submit as a
third rule revision for board approval.

It is felt that all of the above can be accomolishoi well >bfor
the next leQis ati- 0e4an.1 AjTore precise schedule will be
determined at our next Peeting.

The three northern districts should ijn diately begin to re-
vise any proposed rules not yet formally adopted to insure
conformity to the standardized format. This should be a
routine matter as no substantive state standards are proposed
at this tine. If there are any problems in this regard, please
notify my office at the earliest possible date.

Again, thank you for your assistance in this effort. If there
