RE: Rules Uniformity

Dear Chuck:

One of the things we need to discuss at the October 26
meeting is an apparent conflict between our uniform rules
and rule 1-1.03(4), FAC of the Department of State providing
that no formerly used number may be reused. Please give
Sa copy of this letter to Jim Brindell so he will be
prepared to discuss it with us.

My first impulse is to try to get the Secretary of
State to change the rule or grant an exception because
of our desire for uniformity. If we fail on that then
perhaps the easiest way to resolve it would be to
redesignate the chapter number prefixes for each basin.
For example:

NWFWMD 16G 16N
SRWMD 16H 160
SJRWMD 161 16P
SWFWMD 16J 16Q
SFWMD 16K 16R

They will probably gripe about this, because it will
require reprinting of all the tabs and all the rules,
but we are going to be changing the numbers anyway.
This would probably give the best solution.

Perhaps, it would be appropriate to coordinate this so
that all water management rules could be reprinted and
distributed as a package. It might also be appropriate
to have a chapter setting forth model headings for
^-e water management district rules.
