The Honorable Jack Shreve
General Counsel
Department of State
Tallahassee, Florida 32304

RE: Southwest Florida Water Management District

Dear Jack:

Here's the matter I spoke to you about. This is a copy of
page 29 of the September 30, 1977 Florida Administrative
Weekly, Volume 3, No. 39. Chapter 16J has been assigned
to Southwest Florida Water Management District and should
not appear under the caption "Department of Natural
Resources."

I am not suggesting that this invalidates the rule, but
I am concerned that this kind ofeerror continues to appear
every once in a while.

As you know, the Governing Board of Southwest Florida Water
Management District has always had its own rule making
powers, even when it was subject to general supervisory
authority of the Department of Natural Resources. Since
reorganization, it's not even subject to that.

There's no big rush, but I agree with you that we need to
get together some time to discuss the matter of assigning
separate chapter designations to the water management
districts. What about some time in December or January?

Sincerely,

L. M. Blain
