Dear Mr. Feaster:
I was directed on behalf of the West Coast Chapter of the
Florida Water Well Association by unanimous vote at our December
monthly meeting to write a letter to you seeking your cooperation
in establishing a better line of communication between the District
and the individual well drillers. Our main concern is in getting
advance notice on proposed changes in Rules and Regulations pertaining
to the Drilling Industry. We also would like to be given the opport-
unity of having input into these changes so better working regulations
can be established.
At the time I was directed to write to you, a surprise ruling
had just come down from the District setting the hours wells could
be grouted. This time was from 10:00 AM to 2:00 PM Monday thru
Friday. This was unacceptable to most drillers and since that
time the Drilling Industry and the District have worked out an accomm-
adation to this rule that seems to have satisfied both parties.
There have been several instances in the past where the District
has changed rules and procedures without any prior notice to the
drillers creating many problems for them. One example of this is
when the District began requiring that A CUP permit be issued before
a construction permit could be issued. This particular change came
as such of a surprise that it caused severe economic hardships on many
drillers who suddenly found all the work that they had contracted
could not be started until the CUP's were issued, resulting in a
period of ninty to one hundred and twenty days of ceased operation.
I have delayed the writing of this letter until we were well
into the new year and had a chance to reconcil the differences we had
with the District regarding the grouting schedule rule.
It has now become imparitive that I write you because we just
learned Thursday, February 1, 1979, that there are osed changes
in 16-J pertaining to test wells, and the -permitting of other wells.

We understand that this is to be presented to the Board of Governors
Tuesday February 6, 1979 for final approval. Since we have not seen
these proposed changes, we request that they not be presented to the
Board Tuesday February 6, 1979 for final approval, but be continued
until next months Board meeting. We also request that a copy of
the proposed changes be sent to every drilling contractor in the
District. If this is not possible, please send me a copy and I
will see that the drillers in our area get a copy.
Mr. Feaster, please do not interpret this letter as an attempt
by a group of drillers to rake the District over the coals because
it isn't. Our Association only wants to offer its support
and input into the tremendous task the District has undertaken to
protect the water supplies of Florida. After all we both work for
the same people, the Citizens of the State of Florida.
