Memorandum


TO: LMB

RE: Telephone conversation with Zane Leeber



Zane telephoned September 24, 1979 to leave word concerning his thoughts
about proposed rule numbering systems. He is a proponent of a system
which uses three digits following the decimal point when rules are being
numbered.

He says this allows for up to nine hundred and ninety nine different
rules within a single chapter.

He would propose to implement his system by adding a zero ahead of
existing two digit systems.

In this manner, our rule 16J-2.11 would became 16J-2.011.

He indicates that this has been the subject of discussion among the various
water management districts. I presume you know about this.

Also, he indicated that the department of state is going to go this way
by rule, eventually.
