RULE TITLE: Rulemaking o

PURPOSE AND EFFECT: The repeal of Chapter 1-1, Florida Administrative

Code to occur simultaneously with the adoption of substitute rule Chapter

1S-1, Florida Administrative Code.

SUMMARY: Chapter 1-1, Florida Administrative Code will be repealed.

RULEMZAKING AUTHORITY: 120.53, 120.55(1)(d), F.S.

LAW IMPLEMENTED: 120.53, 120.55(1)(d), F.S.

SUMMARY OF ESTIMATED ECONOMIC IMPACT:

The proposed repeal of Chapter 1-1 should have no economic impact

upon the public insofar as said chapter shall be superseded by

proposed Chapter 1S-1. All relevant changes and deletions in proposed

Chapter 1S-1 which have an economic impact upon the public are

addressed in the economic impact statement filed with the proposed

Chapter 1S-1.

NOTICE OF PUBLIC HEARING


DEPARTMENT OF STATE RULE NO: 1S-1

RULE TITLE: Rulemaking

PURPOSE AND EFFECT: To implement Section 120.'55(1) (d), Florida

Statutes by prescribing and updating the style and form required

for rules submitted for filing, and updating the form for their

certification. To update departmental rules addressing the numbering

system for rules, history notes and legal cites, publication by

reference and the Florida Administrative Weekly,

SUMMARY: This chapter replaces Chapter 1-1, Florida Administrative

Code as the Department of State's comprehensive rule setting forth

departmental policies regarding agency's filing of rules, certifica-

tions, accompanying material, and material for publication in the

Florida Administrative Weekly. This new chapter will also prescribe

departmental policies regarding history notes, legal citations, agency

rule reprints, uniform indexing procedures and noncompliance.

SUMMARY OF THE ESTIMATE OF ECONOMIC IMPACT ON THE RULE: Redugon--o i-he

Bureau's unit workload by approximately 50% with no cost or geg or4

increase to the Bureau to implement the rule. The proposed ppo es <

would require the forty filing agencies to type their submitd gP-

exactly as it is to appear in the Florida Administrative Weekly or the-

Florida Administrative Code, in addition to, the copy already prepared

with strike through and additions. This will require these agencies to

acquire OCR elements for typewriters. Estimating that each division in

the forty (40) filing agencies would require two elements, this would

cost approximately $8,676.
