Mr. Darrell McAteer
Southwest Florida Water
Management. District
P. O. Box 457
Brooksville, Florida

Dear Darrell:

This letter is being written on behalf of myself and
wife who own property on Lake Anne (Parker) and Lake Hiawatha
in Pasco County. It is also being written on behalf of Mrs.
Margaret Sistrunk and her family who own property on Lake
Artillery in Hillsborough County.

I previously wrote to you about a well which LaMonte
Shimberg was threatening to drill for the Crippenwood II
development near our property on Lake Anne. That well was
abandoned and it was determined that LaMonte Shimberg would
drill two wells which would have a limited pumping capacity.
We are very much concerned about the location of these two
wells, one of which is located on Michigan Avenue near Lutz-
Lake Fern Road and the other is located to the west of Lake
Fishing near the vicinity of Lake in,,e ('Parker). We also
understand that LaMonte Shimberg ha? requested an increase in
capacity for these two wells which wouldl d be eight times
greater than the amount originally "i/iicated that would be
drawn from them. This is particularly: aggravating because
LaMonte Shimberg had originally state: rd that their water supply
would come from the Cypress-Creek WI; field. We are informed
that if the request of LaMonte Shimb, ; is granted, there will
be adverse effects to the lakes in thI, "'irea, particularly
Lake Anne. The water table in the arl would be significantly

lowered and vegetation in the vicinity of the wells would
suffer.

We sincerely hope that this matter will be resolved
in such a way that the interests of many private property
owners in the area of these lakes will be protected. The
private property owners should not be damaged merely to
benefit the LaMonte Shimberg development. It may be desirable
for them to develop this property in the way they plan to
develop it, and certainly must be potentially financially
beneficial to the corporation, but this company should not
be permitted to profit to the detriment of others.

Yours very truly.,

Charlie Luckie, Jr.

Attention: Jay T. Ahern

Gentlemen:

The Water Resources Department of Hillsborough County objects to
applications nos. 7500006 and 7500007 for the consumptive use of water.
The basis of our objection is found in section 2.11(1)(a) of your Rules
and Regulations: we do not believe that the intended use is reasonable.
As described to us by the petitioner, these two wells are to serve
as the water supply for three subdivisions, Crippenwood -I, -II, and -III;
the former being in Pasco County and the latter two in Hillsborough. The
applications are summarized as follows:

Application Average withdrawal Area served
7500006 1.332 mgd 396.6 ac.
7500007 1.151 mgd 146.4 ac.
2.483 mgd 543.0 ac.

We do not know how the petitioner plans to serve the water from two wells to
three subdivisions, so I can examine only the total.
I have estimated the total average withdrawal to serve the require-
ments for the three combined subdivisions as being 0.264 mgd. An incomplete
estimate by the applicant's consulting engineer (completed by me) indicates
a need for a withdrawal of 0.313 mgd. The application is for 9.4 and 7.9
times these amounts, respectively.
I submit that the requested withdrawal is so far in excess of the
need that waste will result, and that therefore the intended use is not
reasonable. Thus, my objection.
Yours truly,

Mr. Derrill McAteer
Chairman
Southwest Florida Water Management District
P. 0. Box 457
Brooksville, Florida 33512

Dear Mr. McAteer,

The Keystone Park Civic Association feels it must object to
applications no. 7500006 and no. 7500007 for the consumptive use of
water, filed by LaMonte-Shi.bsrg. Our reasons for objecting are
as follows:

1. On the basis of section 2.11(2)(e) of your Rules and Regula-
tions, there will be adverse effects on the lakes in the area,
particularly Lake Parker(Anne).
2. The water table would be lowered significantly and vegetation
in the vicinity of the wells would suffer.
3. We believe your Board may wish to give particular scrutiny to
this request since the amount (2.483 mgd) is ei*ht times the
amount LaMonte-Shimberg indicated they would need in their
earlier communication with Hillsborough Countyo
4. Even if this request falls within water crop, we are sure
that S.WFv D would wish to allow no user of water in the norti-
west part of Hillsborough County more than is reasonable. This
request is in our opinion far in excess of what is reasonable

We respectfully ask that our representative be allowed to voice
our objections at the hearing scheduled for March 24, 1975.

Thank you.
Sin cerely,
