Dear Mr. Samson:

The Pinellas-Anclote River Basin Board feels very strongly that the SWFWMD
should actively work toward acquiring important wet and flood-prone lands
located within its boundaries. As initial steps, the Basin Board, during
"its March 17, 1981 meeting, agreed to budget $2.5-million for this purpose
in FY 81-82 and to budget each year, as appropriate, for land acquisition.
Additionally, the Board adopted the attached resolution during its April 21
meeting. Essentially this resolution --

-- formally requests the Governing and Basin Boards to endorse
purchase of wet and flood-prone lands for water management
purposes;

"-- encourages establishing land acquisition reserves within
each budget and designation of funds each year for purchase
of specific lands; and

-- recommends that the Governing Board sponsor and support
legislation authorizing the District to spend a portion
of its millage to purchase such lands located within its
geographical boundaries.

We feel the actions outlined in this resolution will better enable the Dis-
trict's Boards to meet their responsibility of preserving and protecting
southwest Florida's water resource. We hope that each Board concurs in
this need for land acquisition and proceeds toward implementation of the
actions suggested.

PINELLAS ANCLOTE RIVER BASIN OF THE
SOUTHWEST FLORIDA WATER MANAGEMENT DISTRICT

ENDORSING THE PURCHASE OF WETLANDS
AND FLOOD-PRONE LANDS BY THE
DISTRICT AND BASINS.

RESOLUTION NO. 29


WHEREAS, under the provisions of Chapter 373, Florida Statutes, the

declared policy of the Florida Legislature is to provide for the management

of water and related land resources; conservation of surface and ground water;

protection of water storage lands for beneficial purposes; prevention of damage

from floods and excessive drainage; preservation of natural resources; promotion

.. of recreation; assisting in maintaining the navigability of rivers and harbors;

and promotion of the health, safety and welfare of the people of Florida; and,

WHEREAS, the water management districts, including the Southwest

Florida Water Management District, were empowered to implement the provisions

of Chapter 373, Florida Statutes; and,

WHEREAS, the District is charged with the responsibility to manage

the water resource in a wise and prudent manner;.and,

WHEREAS, the development of wetlands and flood-prone areas reduces

the land available for aquifer recharge and flood storage; and, increases the

potential for severe flooding and endangering of lives and property; and,
WHEREAS, development of wetlands and flood-prone areas contradicts

the policy of the Legislature and the proper management and preservation of

natural water resources.

NOW, THEREFORE, BE IT RESOLVED that the District Governing Board

and the various Basin Boards are requested to endorse the purchase of wet-

lands and flood-prone lands by the District and Basins for preservation of

water resources, flood control and related beneficial purposes; and,

BE IT FURTHER RESOLVED, that the District and various Basin Boards

are urged and encouraged to establish within each budget a reserve for land

acquisition and each year budget funds specifically for acquisition of wetlands
and flood-prone lands; and,

BE IT FURTHER RESOLVED that the Governing Board sponsor and support

legislation that would authorize expenditure of a portion of the District's

taxing capability of .25 of a mill for acquisition of wetlands and flood-prone
lands throughout the geographical boundaries of the District.
PASSED AND ADOPTED this 21 day of April A.D., 1981.
