I have several suggested Land Acquisition policies as follows:

No listings of SOR, CARL properties without landowners
consent.

Agencies adopt criteria by rule for land acquisition plans
which establish technical basis for plans.

There should be legislative direction to property appraisers
to ignore CARL, SOR listings in appraisal process.

The Legislature should establish a reasonable overall cap on
the amount of land purchased under the CARL, SOR, and other related
programs.

Also, we need to explore question of whether we should encourage
state to acquire less than fee simple i.e. conservation
easements, development rights, etc.
