RE: Comments from Bill Courser & Tricia Dooris regarding Lake Level
rule adoption procedure



Step 3:

A) They are concerned that if a time is placed on the items
at the workshop, it will make it inflexible and stifle
comments from participants.

B) They are concerned that the staff member to preside be
someone who will initiate a good discussion.

[Overall concern: Avoid stiffling public discussion]

Step 6:

They feel that there should be a minimum of two workshops,
with the possibility of a third.

Reason: The first workshop is more educational to explain
the procedure and recommend a level. The second
would produce more informed comments after they
had a chance to go home and look at the lake.

General Comment: Will extend the rule procedure one to two months.
See Step 8 no objection.

I will be receiving written comment from Mr.
Courser & Ms. Dooris on Wednesday.
