Dear Buddy:

I received a call yesterday from Karen requesting a meeting with
herself, Curren, Courser, et al, relative to a procedure on lake levels, prior
to sending something to the entire board.

I agreed to meet with them Monday and asked for a copy of what they
wanted to discuss.

Unfortunately, I was relating to the information given to the public
and as the opening statement of the workshop and public hearing.

I received today your memorandum dated December 22, 1982, to the
Governing Board proposing a new procedure relative to adopting lake levels.

As you know, I was extremely upset when Jay casually told me of a
new procedure to be used, while I was holding a public hearing for Don Crane
at Lake Keystone in October I believe.

As you also know, I was vocal on this matter at the November Board
Meeting in Bartow.

At this juncture, I am dumbfounded that you, and the legal staff
under your direction, are at the point you are in attempting to institute a
new procedure.

As I explained, I think it is totally inappropriate for you and the
Legal Department to move in any direction to change District policies and pro-
cedures without some prior knowledge and direction from the Governing Board
and the Executive Director.

I recall no discussion other than what was said in Bartow and recall
no direction to you and the staff to do anything on this matter.

I have requested, I believe at least twice, that at a workshop
meeting, we discuss the statements made to the public as I believe the present
ones are misleading, and tend to cause confusion and false hopes in the
public's mind.

So far, nothing has come of this request and this increases my con-
cern about the staff doing things on their own initiative while apparently
paying no attention to a Board Member's request.

Until such time as an explanation is given to the Board as to why it
is necessary to change the present procedure on lake level adoption, and until
such time as the Board says for you to do what you have already done, I assume
on your own initiative, I don't want to hear any more on this matter and request
that the Executive Director withhold authorization of any more General Counsel
or staff time being spent on this matter.

I am also cancelling the meeting Monday that I agreed to with Karen.
