NOW IS THE TIME TO PROCEED WITH THE PUBLIC HEARING SCHEDULED
FOR 7:00 P.M. ON DECEMBER 9, 1982,
MY NAME IS MICHAEL ZAGORAC AND I AM A MEMBER OF THE GOVERNING
BOARD OF THE SOUTHWEST FLORIDA WATER MANAGEMENT DISTRICT. I HAVE
BEEN DESIGNATED BY THE GOVERNING BOARD TO PRESIDE AT THIS PUBLIC
HEARING,
THIS HEARING IS BEING CONDUCTED TO INFORM THE PUBLIC REGARDING
MINIMUM WATER LEVELS PROPOSED FOR LAKE TARPON, IN PINELLAS COUNTY,
WITHIN THE PINELLAS-ANCLOTE RIVER BASIN OF THE SOUTHWEST FLORIDA
WATER MANAGEMENT DISTRICT; AND, TO AFFORD THE PUBLIC THE OPPORTU-
NITY TO PRESENT EVIDENCE AND ORAL STATEMENTS WITH RESPECT TO SUCH
PROPOSED LEVELS,
THE DISTRICT IS EXERCISING ITS AUTHORITY AND RESPONSIBILITY
UNDER CHAPTER 373, FLORIDA STATUTES, IN ESTABLISHING MINIMUM
WATER LEVELS FOR SELECTED LAKES WITHIN ITS JURISDICTION. SUCH
MINIMUM LEVELS ARE ESTABLISHED IN ACCORDANCE WITH AND FOR THE
PURPOSES EXPRESSED IN RULES WHICH HAVE BEEN ADOPTED BY THE GOVERN-
ING BOARD WHICH ARE CONTAINED IN CHAPTER -0D-8, FLORIDA ADMINISTRA-
TIVE CODE.. -
I AM INFORMED TH A PUBLIC WORKSHOP V CONDUCTED AT THIS
SAME TIME AND PLACE, THE ARPON/SPRINGS MIDDLE SCHOOL, ON NOVEM-
BER 4, 1982, AT WHICH SUGGESTED LAKE LEVELS AND OTHER MATTERS









PERTAINING TO LAKE TAit'ON WERE OPENLY DISCUSSED. THAT V'ORKSHOP
AND THIS PUBLIC HEARING WERE BOTH DULY NOTICED AND MANY OF YOU
HERE TONIGHT MAY HAVE ATTENDED THE V'ORKSHOP. THIS HEARING IS

BEING STENOGRAPHICALLY RECORDED, AND THE PROCEEDINGS THIS EVENING
WILL BECOME PART OF THE PERMANENT RECORDS OF THE DISTRICT,

DISTRICT STAFF WILL FIRST PROCEED TO EXPLAIN WHY AND HOW LAKE
LEVELS ARE ESTABLISHED, AND THEN WILL DISCUSS THE LEVELS PROPOSED

FOR LAKE TARPON. PLEASE ALLOW EACH STAFF MEMBER TO COMPLETE HIS
OR HER PRESENTATION BEFORE ASKING QUESTIONS.

A NUMBER OF PEOPLE MAY WISH TO SPEAK AND MAY DO SO IN AN
ORDERLY MANNER, PLEASE LIMIT YOUR COMMENTS OR QUESTIONS TO THOSE
RELEVANT TO THIS PROCEEDING AND AVOID REPETITION. I REQUEST AND

EXPECT YOUR COOPERATION AND WILL ATTEMPT TO GIVE EVERYONE A

REASONABLE OPPORTUNITY TO SPEAK.

LAKE LEVELS AND WHY LAKE LEVELS ARE BEING RECOMMENDED AND
HOW THEY ARE TO BE ESTABLISHED AND WILL BE APPLIED TO THE
LAKES,
4, OTHER STAFF REPRESENTATIVES ARE PRESENT TO GIVE TESTIMONY TO

SUPPLEMENT THE DISTRICT'S PRESENTATION,
5. QUESTIONS OF THE DISTRICT'S REPRESENTATIVES BY THE PEOPLE

IN THE AUDIENCE.
