BIOGRAPHY FOR SUE MURPHY, AICP


Ms. Murphy has extensive experience in the area of land use planning and growth
management regulation. She is presently the Director of Planning for the law firm of Rudnick
& Wolfe in their Tampa, Florida office. Ms. Murphy was formerly a Hillsborough County
Zoning Hearing Master. She has chaired the Hillsborough County Zoning Advisory Committee
and acted as the Chairperson of the Growth Management Committee for the Florida chapter of
the National Association of Industrial and Office Parks. She is currently serving on the Board of
Directors of the Tampa chapter of NAIOP and is Subcommittee Chairperson for the Government
Affairs Committee of the International Council of Shopping Centers.

Ms. Murphy's practice includes most facets of the land development approval process,
including land use plan amendments, rezonings, variances, DRIs, and comprehensive plan
development. Additionally, Ms. Murphy handles concurrency reviews, access management
permitting, and impact fee negotiations. She also has handled a number of curb cut negotiations
with the State under the FDOT access management regulations. Ms. Murphy also acts as an
expert witness on land planning issues involved in condemnation cases and administrative
hearings.

Ms. Murphy has lectured extensively on various growth management issues for
professional seminars, the University of Florida and Eckerd College.
