Dear Mr. Varn:

Pursuant to your request and in fulfillment of its respon-
sibilities, the Division of State Planning as the State Planning
and Development Clearinghouse has reviewed and coordinated a state
review of the. Public Works Projects submitted by your Department
for the Fiscal Year i-98. This review was undertaken in accordance
with S.23.012(5), and 373.026 Florida Statutes; Resolution of the
Governor and Cabinet setting as the Board of Natural Resources April,
1972; state and local levels of government and, S.23.012(4) requiring
coordination of all state agency planning including oceanic and water
resources.

This year, forty-six (46) project requests were submitted by
local sponsors at the annual-Water Resources Conference. The clearing-
house held three interagency meetings at which time these projects
were reviewed and discussed. The clearinghouse also distributed copies
of these project requests to nine state agencies, ten Regional Planning
Councils and five Water Management Districts.

Review comments from these agencies including our cormvjents are
attached. If we receive any additional comments, we shall forward
them immediately.

We hope that these comments will assist you in developing the
final public works request to Congress, and if you have any questions
regarding this review please call us.

79-2000 Components 1, 2, 3, and 4. Central and Southern
Florida Flood Control Project.
1. Raising the Level of Lake Okeechobee (Nicodemus
Slough). We recommend this project be included
in the state's program and that previously
agreed to proposal by the state agencies "Plan G"
go forward.
2. Water Supply to the Everglades National Park
and South Dade. The project is near completion.
We recommend that it continue to go forward.
3. Hendry County Flood Protection. The Department
of Administration and Clearinghouse have pre-
viously reviewed this project and the draft
Environmental Impact Statement and recommend
that the flood protection portion of this project
be included in the state's program.
4. Buttonwood Lock. We recommend that this project
be included in the state's program.

79-2001 Central and Southern Florida Water Supply Study.
This study is currently not on schedule. However,
we understand a Reconnaissance Report will be
submitted for Clearinghouse review in October 1979.
We support the continuation of this study and will
comment on the document when submitted. Note:
Division of State Planning's 1978 comments on last
year's FY 80 submission.

79-2002 Shark River Slough, Everglades National Park. We
recommend that this study continue and look forward
to reviewing the first phase study report to be
submitted in July.

79-2003 Loxahatchee Canal (C-18), Loxahatchee River and
Jupiter Inlet Flood Control. A Reconnaissance
Report on this study will be submitted in August
for review. Based on the information submitted
to date we recommend this study be included in the
state's program.

79-2004 Brevard County Water Resources Study. A Reconnais-
sance Report on this study will be completed in
November, 1979. We recommend that this study be
included in the state's program.

79-2005 Upper St. Johns River. We recommend that this
continuing project be included in the state's
program.

79-2006 Four River Basins. We recommend that further con-
sideration of the Thonotosassa Canal project be
deferred until the Corps of Engineers submits for
Clearinghouse Review the revised Environmental
Impact Statement in September.

79-2007 Water Supply and Demand Study, Withlacoochee. We
recommend this study request be funded.

79-7008 Water Control Structures, Along County Salinity
Barrier Lines. Collier County. We recommend this
study be included in the state's program and a funding
source other than the Corps of Engineers be investigated.

79-2009 Ocean Ridge, Briny Breeze Beach Restoration Project,
Palm Beach County. We recommend this project be
included in the state's program.

79-2010 Pinellas County Drainage Improvements. We recommend
that this study be considered for funding and
coordinated with regional water management agencies.

79-2011 Brooker Creek Watershed Improvements, Pinellas County.
We suggest that study be funded and that it be
coordinated with the Southwest Florida Water Manage-
ment District. Consideration should also be given to
enacting floodplain land management ordinances.

79-2012 Storm Water System, Comprehensive Environment Restora-
tion Study. Manatee County. This study if funded
should be coordinated with the Southwest Florida Water
Management District. We also suggest that funding
sources other than the Corps of Engineers be investi-
gated.

79-2013 Rotenberger Holy Land Wildlife Management Area Study.
We recommend this study be included in the state's
Public Works Program request.

79-2014 Three Lakes Wildlife Management Area Study. We recommend
this study be included in the state's Public Works
Program request.

79-2015 Webb Wildlife Management Area Study. We recommend
this study be included in the state's Public Works
Program request.

79-2016 Saltwater Intrusion Monitoring and Management, City
of Dania. We suggest a redesign of this project to
satisfy Corps of Engineers comments and recommend
this activity be coordinated with the South Florida
Water Management District.

79-2017 Six Mile Cypress Water Management Progect. Lee
County. We recommend this project be included in
the state's program request.

79-2018 Water Resource Development Project Well Field Site,
Fort Myers. We recommend this request be funded
and suggest that other federal agencies in addition
to the Corps of Engineers be connected for funding
assistance. The project should be coordinated with
the South Florida Water Management District. The
District has indicated that they may offer technical
assistance.

79-2019 City of Largo Water Retention Recreation Area.
We recommend that study be included in the state's
program.

79-2020 Sub-regional Hurricane Evacuation Plan. Apalachee
Regional Planning Council. We recommend this project
be included in the state's program.

79-2021 Biscayne Bay Impact of Federally Authorized Con-
struction Activities on the Biology and Water
Quality. We recommend that new study proposal be
included in the state's program request.

79-2022 Wiggin Pass Navigation Improvements. We understand
that the Jacksonville District Corps of Engineers
plans to release a Project Report and impact state-
ment in October, 1979. As we have previously
expressed concerns on this project, we will defer
making our recommendation on this proposal until the
report and statement have been reviewed.

79-2023 Pinellas County Navigation Improvements. We recommend
this project be included in the state's program and
coordinated with other navigation studies in the area.

79-2024 Port Everglades Harbor Deepening Project. We
recommend this project be included in the state's
program.

79-2025 Manatee Harbor Channel Maintenance. We recommend that
the funding request for this project be included in
the state's program

79-2026 Economic Feasibility Study for Improving the Jupitet
Inlet. We recommend that this study be included in
the state's program.

70-2027 Jacksonville Harbor Deepening Study. This study
should be coordinated with other similar study
efforts currently ongoing in the Jacksonville harbor
area. We recommend this request be included in the
state's program.

79-2028 Tampa Harbor Deepening Project. We recommend that
this project be included in the state's program .
request to Congress and refer you to our previous
comments submitted on this project last year.

79-2029 Improvements to Port Boca Grande. Our recommenda-
tion last year suggested that this project be deleted
until the Department of Transportation Regional Harbor
Study is completed. This study has not been com-
pleted and we do not have any new information which
would cause us to change our recommendation at this
time.

79-2030 Study to Determine the Feasibility of Incorporating
Passes or Inlets as a Part of the West Coast Island
Navigation District. We recomemnd that this study
be included in the state's program request.

79-2031 Desalination Study for Melbourne. We recommend re-
examination of this proposal and suggest that this
request be coordinated with other ongoing studies
in the area.

79-2032 Jupiter Tequesta, Juno Beach. Beach Restoration
Project Palm Beach County. We recommend that this study
be completed and included in the state's FY 81
program request.

79-2033 Captiva Island Beach. We suggest that this proposal
be reexamined when new information is submitted and
that based upon a favorable review of the impact
statement by the Corps and state agencies be included
as a Corps of Engineers small project request.

79-2034 Dade County Beach Erosion Control Project. We
recommend that this continuing project be included
in this state's request.

79-2035 Mexico Beach, Beach Erosion Control Study. We
recommend that the Mobile District Corps of Engineers
reexamine previous projects undertaken in this area
to determine the most cost effective method for
solving the erosion problem. Any recommended solution
must have necessary local support.

79-2036 Pinellas County Beach Erosion Control. We recommend
this request be included in the state's program.

79-2037 Collier County Beach Erosion Control. We recommend
this study request be included in the state's Public
Works Request.

79-2038 Panama City Beaches, Beach Erosion Control, We
recommend this construction project to be included
in the state's Public Works Request.

79-2039 Golden Gates Estates Water Resources Redevelopment
Study. We recommend that this study be included in
the state's Public Works Request.

79-2040 C-38 Kissimmee River Valley. We recommend funding
for this study. However, we call your attention to
the concerns raised by the Florida Game and Fresh
Water Fish Commission and suggest their comments
be satisfied.

79-2041 Anna Maria Key Beach Erosion Control Porject. We
recommend this project be included in the state's
request.

79-2042 Port of Palm Beach. We recommend that the study
request be included in the state's request.

79-2043 Sarasota County Beach Erosion Control. We recommend
this study be included in the state's request.

79-2044 Canaveral Harbor. We recommend this study request
be included in the state Public Work Program.

79-2045 Storm Water Discharge Study, Port Canaveral. We
suggest that this request be considered as part of
the area's "208" Study.
