Re: Five-Party Agreement of November 14, 1973, Water Shortage Area.

Dear Mr. Logan:

This writing is in reference to your letter of February 5, 1974, to
Mr. Feaster which has been directed to me for reply.

The wording which you are questioning in Section 27-2-C and 27A-3-C
of the Agreement is somewhat difficult and we have interpreted it to
mean ---....production causing the cumulative weekly average ele-
vations to drop below the regulatory levels ---....which I believe
is essentially what you have said.

I trust this clarifies the wording but if you have further questions,
please do not hesitate to inquire.
