Dear Mr. Feaster:

Re: Five Party Agreement of November 14, 1973
and Your Letter of August 26, 1974

It is Pinellas County's opinion that sufficient data to establish monitor
levels using the shallow acquifer does not exist at this time. We are
not in favor of applying these type monitor levels to the Eldridge Wilde
Well Field or to the Cypress Creek Well Field. The references to use of
a shallow acquifer for monitoring levels in the Five Party Agreement
apply only to Order 72-1 to St. Petersburg and the South Pasco Well Field.

It is our recommendation that since these levels cannot now be established
that we all agree to drop this requirement from the Five Party Agreement.
In the future if sufficient data is obtained to determine that.it is in
the public interest to use the shallow acquifer for monitoring levels,
then these levels should be applied district wide.
