12 Be It Enacted by the Legislature of the State of Florida:

14 Section 1. Subsection (2) of section 20.261, Florida
15 Statutes, is amended to read:
16 20.261 Department of Environmental Regulation.--- There
17 is created a Department of Environmental Regulation.

24 Notwithstanding the provisions of s. 20.04(6)(b), Florida
25 Statutes, relating to the establishment of Divisions after
26 July 1, 1970, the Department of Environmental Requlation may,
27 until July 1, 1988, rename exiatinq divisions and create new
28 divisions as is necessary to effectively and efficiently
29 carry out the powers and duties assigned to it by the
30 Legislature. By October 1, 1988, the Department shall submit

DER Reorganization


Dear Jay:

Dale Twachtmann is proposing to reorganize the Department of
Environmental Regulation to allow him greater flexibility and to
allow the district managers more direct access to the secretary's
office. It is his belief that this will give him greater
efficiency and sensitivity in carrying out the duties of the
department. I agree with Dale and would like to present this to
the commission, as late as it is, for proposed inclusion in the
commissioner's final report.

As you will remember, in 1975 the legislature initially
prescribed the organizational structure and duties of each
division as well as duties of the environmental district centers.
These have remained unchanged for thirteen (13) years.

I am enclosing graphs illustrating the existing and proposed
organizational structure, together with alternate drafts of
proposed legislation to accomplish this. I am sending copies
directly to all commission members.
