The Environmental Efficiency Study Commission met on Friday,
May 9, 1987 at the Holiday Inn Crowne Plaza, 1500 Sand Lake
Road, Orlando, Florida to discuss Chapter 380, Florida
Statutes. The following members were present:

Chairman Landers began the meeting at 9:15 a.m. The first order
of business was the approval of the minutes from the last two
Commission meetings. The members then reviewed pending
legislation which will extend the Commission's existence. They
agreed to support the House version which requires the
Commission to submit implementing legislation as well as a final
report. They anticipated that their recommendations would be
developed by the Fall, and with the support of the House and
S Senate staff and consultants, these recommendations would be
transformed into statutory form.

In response to a letter from Representatives Martin and Mitchell
requesting that the Commission review the permitting of
agriculture activities, the members agreed to reply that this
activity would be reviewed within the framework of the
Commission's mandate. A schedule of meetings was decided upon
and is attached.

A presentation was made by the Department of Community Affairs
Secretary Thomas Pelham, who also responded to questions.
Kenneth Graves, of Taub and Williams law firm, presented
concepts on area-wide and downtown DRI's, to which Secretary
Pelham and the audience responded.

After a lunch break the meeting continued as a workshop, with
Chairman Landers introducing subjects for discussion. The
meeting was adjourned at 3:00 p.m.
