NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BOARD OF THE

SOUTHWEST FLORIDA 'WATER MANAGEMENT DISTRICT as follows:

1. The Florida Water Resources Act of 1972 and specifically

Section 373.069 F.S. be amended to describe the WACCASASSA

.RIVER BASIN as remaining a part of the SOUTHWEST FLORIDA

WATER MANAGEMENT DISTRICT.

2. That the Florida Governor, Florida Cabinet and the State

Legislature be apprised of the Basin Boards and the District

Governing Board's findings and recommendations by receiving

copies of the adopted resolutions; and have introduced and

supported legislation accomplishing the goals set forth in

said Resolutions.

3. That the Governing Board of the SUWANNEE RIVER WATER MANAGEMENT

DISTRICT be advised of the hydrologic findings and requested

to endorse a statutory amendment sought herein.

PASSED and ADOPTED this day of March, 1975 by the GOVERNING

BOARD OF THE SOUTHWEST FLORIDA WATER MANAGEMENT DISTRICT.

RESOLUTION NO.

REQUESTING STATUTORY AMENDMENT, ENDORSING
WITHLACOOCHEE RIVER BASIN RESOLUTION NO. 21,
TO AMEND THE WATER RESOURCES ACT OF 1972
DELETING TRANSFER OF THE WACCASASSA RIVER BASIN
TO THE SUWANNEE RIVER WATER MANAGEMENT DISTRICT


WHEREAS, the WACCASASSA RIVER BASIN was created in and constituted

a part of the SOUTHWEST FLORIDA WATER MANAGEMENT DISTRICT, hereinafter

called SOUTHWEST DISTRICT, by Chapter 61-691, Florida Statutes, Act of

1961; and

WHEREAS, the Florida Water Resources Act of 1972 provides for the

WACCASASSA RIVER BASIN under Section 373.069 F.S. to become part of and

be under the control of the SUWANNEE RIVER WATER MANAGEMENT DISTRICT,
hereinafter called SUWANNEE DISTRICT and shall be transferred to the

SUWANNEE DISTRICT as of July 1, 1975; and

WHEREAS, the SOUTHWEST DISTRICT staff's investigation and review

indicates that more than seventy (70%) percent of the entire area within

the WACCASASSA RIVER BASIN is a tributary to the WITHLACOOCHEE RIVER BASIN

through the hydrologic drainage system discharging within the latter basin

through Rainbow Springs and into Blue Run; and contributes about seventy

(70%) percent of the inflow into the Lower Withlacoochee River above Inglis
Dam at ninety-five (95%) percent flow duration; and

WHEREAS, the WITHLACOOCHEE RIVER BASIN concurred with the staff's

recommendation and endorsed the WACCASASSA RIVER BASIN BOARD's Resolution

No. 12 recommending statutory amendment to the Water Resources Act of 1972

to delete the provisions transferring the WACCASASSA RIVER BASIN to the

SUWANNEE DISTRICT; and

WHEREAS, the SOUTHWEST DISTRICT's staff recommends and the SOUTHWEST

DISTRICT's Governing Board concurs in the recommendations of the WACCASASSA

RIVER BASIN BOARD and the WITHLACOOCHEE RIVER BASIN BOARD that the WACCASASSA

RIVER BASIN is an important hydrologic tributary to the WITHLACOOCHEE RIVER

BASIN and should not be transferred to the SUWANNEE DISTRICT, but remain a

part of the SOUTHWEST DISTRICT.

And Support The Withlacoochee River Basin Request
For Statutory Amendment Deleting The Transfer Of
The Waccasassa River Basin



A preliminary hydrologic study by the staff indicates that approximately
70% of the inflow into the Little Withlacoochee River originates from
the Waccasassa River Basin and that approximately 70% of the entire area
of the Waccasassa River Basin is a tributary to the Withlacoochee River
Basin.

Based on this information, the Withlacoochee River Basin has adopted a
Resolution endorsing an earlier Resolution of the Waccasassa River Basin
postponing the transfer of the latter Basin. In addition the Withlacoochee
River Basin requests the Governing Board to endorse its Resolution and
support the Basin's request for a statutory amendment to delete the trans-
fer of the Waccasassa River Basin.
