it is determined that the St. Johns River Water Management

District qualifies as a fiscally responsible local sponsor

for federally aided programs, and can adequately support,

in manpower and dollars, the continuation of the intensive,

top priority water resource determination and management

programs within the County; and

(3) To further let the County's intent be known--that during

the-interim transfer period, the Brevard County Board of

County Commissioners will establish a policy to support

only those projects generated within the upper St. Johns

River Basin that are determined to be environmentally sound

and have had the participation of both the Central and

Southern Florida Flood Control District and the St. Johns

River Water Management District.


DONE, ORDERED AND ADOPTED, in regular session, this 6th day of

March A.D., 1975.

(5) That the Central and Southern Florida Flood Control

District conduct the Water Use Plan in Brevard County

that is required in the Water Resources Act of 1972;

(6) That the Central and Southern Florida Flood Control

District participate with the U. S. Geological Survey

and Brevard County in conducting a comprehensive well-

drilling program in Brevard County for the purpose of

determining water recharge areas and sources for present

and future potable water supply; and

(7) That the Brevard County Board of County Commissioners

will cooperate fully with the Central and Southern Florida

Flood Control District to accomplish the resolutions herein

-set forth.


WHEREAS, the County's resolution of May 2, 1974 was submitted to

both Governing Boards and the question was not finally resolved by

either Board.


In order to encourage a decision by both the St. Johns River Water

Management District Board and the Central and Southern Florida Flood

Control District Board with resultant legislative action regarding the

transfer, the Brevard County Board of County Commissioners NOW HEREBY

RESOLVES:

(1) That the County's policies in regard to the transfer of Brevard

County from the Central and Southern Florida Flood Control

District to the St. Johns River Water Management District,

as stated in the County's resolution of May 2, 1974 are still

valid;

(2) That if the wishes of the County are carried out by both

Governing Boards and no transfer of the County takes place on

July 1, 1975, be it therefore known that the Brevard County

Board of County Commissioners does recognize that the upper

St. Johns River Basin should be a part of the newly created

St. Johns River Water Management District and will strongly

support the accomplishment of a transfer at such a time as

WHEREAS, the Water Resources Act of 1972, hereinafter called

"Act",passed by the State of Florida, creating various water manage-

ment districts throughout the state; and


WHEREAS, Brevard County, hereinafter called "County"; is

currently a member of the Central and Southern Florida Flood Control

District and is required by the "Act" to transfer to the newly formed

St. Johns River Water Management District by July 1, 1975; and


WHEREAS, the "County" has made it known to both the Governing

Boards of the Central and Southern Florida Flood Control District

and the St. Johns River Water Management District in a resolution

adopted by the Brevard County Board of County Commissioners in

regular session on the 2nd day of May, 1974 that:

(1) The question of subdistricting be resolved in the

negative;

(2) That the Central and Southern Florida Flood Control

District recognize the Brevard County Commission

as the focal point for work in the Upper St. Johns

River Basin;

(3) The County take all necessary actions to remain in

the Central and Southern Florida Flood Control

District until July 1, 1982 while retaining an ex-

officio membership in the St. Johns River 'ater

Management District. On July 1, 1982 transfer to the

St. Johns River Water Management District acquiring

full voting membership;

(4) That the Central and Southern Florida Flood Control
District study, engineer and construct an interim

structure on the St. Johns River accomplishing the

objectives set forth regarding the Lake Washington
water supply problem;
