1 an existing flood control, water management, or water

2 regulatory district pursuant to chapter 373 or chapter 378

3 prior to December 31, 1976 _niy-47-499, shall remain in full

4 force and effect in accordance with its terms until otherwise

5 modified or revoked as authorized herein.

6 Section 4. This act shall take effect upon becoming a

7 law,













1 (b) The department shall encourage, and coordinate

2 where appropriate, the use of interagency agreements covering

3 the duties, responsibilities, assets, and liabilities of the

4 districts and their respective basins relating to territories

5 to be transferred from one district to another.

6 (c) The department shall assist in obtaining

7 modification of existing obligations, duties, and

8 responsibilities, regardless of how incurred, of the

9 respective districts which are needed to insure orderly

10 transfer of territory from one district to another.

11 (d) The department and the respective districts shall

12 submit recommendations regarding any matters affected by such

13 transfers to the 1974 regular session of the legislature.

14 Section 2. Subsection of section 373.0697, Florida

15 Statutes, is amended to read: c. 4

16 373.0697 Basin taxes.--The respective basins may, upon

17 approval of the electors in such basin ppursuant to s. 9 (b),

18 Art. VII of the State Constitution, by resolution request the

19 governing board of the district to levy ad valorem -taxes

20 within such basin. Upon receipt of such request, a basin'tax

21 levy shall be made by the governing board of the district;to

22 finance basin functions enumerated in s. 373.0695.

23 (4) Tax millages authorized by the electors during the

24 interim period prior to December 31. 1976 auty-47-4 95 may be

25 continued within such areas after said date, notwithstanding

26 the fact that such area may have been transferred to another

27 district.

28 Section 3. Section 373.224, Florida Statutes, is

29 amended to read:

30 373.224 Existing permits.--Any permits or permit

31 agreements for consumptive use of water executed or issued by

13 Be It Enacted by the Lgilature of the State of Florida:


15 Section 1. Subsection (o) and the introductory

16 paragraph of subsection (3) of section" 373.069, Florida

17 Statutes, are amended to read: o

18 373.069 Creation of water manage men:iidstVricts.--

19 (3) On December 31 eo96 y-47-49?5 h me of

20 Central and Southern Florida Flood Control District shall be

21 changed to South Florida Water Management District; on
22 December 31. 1976 uT4-4 -9e5, Ridge and Lover Gulf Coast

23 Water Management District shall cease to exist; and on

24 December 31, 1976 ?tly-4r-4995, the boundaries of the

25 respective districts shall be changed so as to include the

26 areas within the following boundaries:

27 (4) During the interim period prior to December 31_Z,

28 1976 dtjy-4r-fS5:

29 (a) The department and the previously existing

30 districts shall assist the newly created districts in becoming

31 operational.
