Dear Betty:

Just to assure that I had a good recollection of
Committee action, I asked the staff to check to see if the
Senate Committee was ever advised that the Southwest
Florida Water Management District Board wished to elimin-
ate its Basin Boards, in connection with Senate Bill 1040.

It was our understanding that the legislation
was intended to be "housekeeping" and not controversial.
No reference was made in any of the workpapers (enclosed)
to eliminating the basins. Particularly, Doug Stowell's
explanation of Section 2 of the Amendments (which became
Section 11 of the Bill) was that the changes being proposed
were intended to bring about consistency in the operation
of the various basin boards within the district. There was
no representation in his letter, before the staff, or before
the Committee, that SWWMD intended to abolish the basin
boards.

Although this seems to be resolved for the year,
I think that it's an issue that will be with us, at least
next year, and maybe for some years to come.
