Even though I have heard about Flor.-
ida's water crisis since the days of my youth,
I know very little about the issue. However,
the Sept. 23 Tribune article, "Struggle Be-
tween Basin Boards District A Costly Issue,"
raises a question about Bruce Samson's $
Rep. Fred Jones was quoted as saying he
was misled. Samson responded by saying
"... to the degree the legislation was hidden,
it was done so because if the rural counties
found out they had (basin board) appoint-...

,._ What Samson is saying is that he did not con-
ceal information from the Legislature, but
he did conceal information from the rurall:

The article stated Samson was consider-
ing running for Mayor of Tampa. What if the
federal government started a program to
benefit low-income home owners in the city
and the city government was mandated to
execute the program. Would Samson con-
ceal the facts about the program from those
who would benefit because it may cause a
conflict for the city government?
