RE: Letter to L. M. Blain, February 14, 1985


Mr. Blain called me on February 18, 1985, to discuss my letter (attached) of
February 14, 1985. He assured me that his discussion with me on
December 18, 1984, was of a general nature and did not specifically
reference the current "Basin Board" lawsuit.

His comments were aimed at some of the District's contractual agreements
and were to simply help me in my approach to managing contractual
negotiations and implementation. As I understand it, he has no knowledge
of specific items that would be "criminal" in nature.

I assured Mr. Blain that my only desire at this time is to get any and all
potential problems related to the Basin Board issue on the table so they can
be resolved prior to the 1985 Legislative Session.

Dear Buddy:

This letter is in reference to our conversation after the Pinellas-Anclote
River Basin Board meeting on December 18, 1984. As I recall, you
indicated that some activities may have occurred at the District that could
result in "criminal charges." This certainly concerns me and, I'm sure, is a
concern to you.

In this regard, I would like to set an appointment time with the State
Attorney's office to discuss these matters. I would very much like to do
this prior to the end of February 1985. Please advise me of a particular
date that would be suitable for you to attend such a meeting.

I'll be looking forward to hearing from you.
