TO: COASTAL RIVERS BASIN BOARD MEMBERS

RE: Governing Board Action on the Basin Board Concept
and the Tentative Budget and Millages


On July 11, following extensive public testimony and discussion, the
Governing Board voted to retain the existing Basin Board structure. As you
are aware, the Governing Board was required to approve tentative Basin
Board and District villages at the July 11 meeting in order to meet the
required Truth in Millage (TRIM) deadlines. Following a presentation by
Executive Director Gary Khl and lengthy discussion, the Governing Board
approved Basin Board villages which reflect a redistribution of funding
responsibilities for both the Basins and the District and in accordance with
those Basin responsibilities outlined in Section 373.0695, Florida Statutes.
This resulted in a reduction of Basin Board villages and an increase in the
District niillage.

The Coastal Rivers Basin Board mileage was reduced from .33 to .04. 'The
District millage of .21, an increase from the proposed .14, was approved to
cover the majority of projects originally included in the Basin Boards'
budget.

These changes will be reviewed with you at your next meeting.
