ORDER FOR ADDITIONAL STRESS TEST PURSUANT TO
HEARING BEFORE GOVERNING BOARD

This Matter came on to be heard by the Governing Board of the Southwest

Florida Water Management District at a Public Hearing on July 5, 1978, having

been duly and regularly continued to such date on March 1, 1978, by Order No. 78-24

of this Board. Said Public Hearing, being duly and properly noticed, was conducted

at District Headquarters, 5060 U. S. Highway 41 South, Brooksville, Florida, and

all parties hereto were present or given the opportunity to be present, and, to-

gether with the general public, were given an opportunity to present testimony and

evidence. The Board, having reviewed the File of Record, having heard testimony, and

having received and examined all documentary evidence, FINDS AND DETERMINES AS FOLLOWS:

1. On March 1, 1978, by Order No. 78-24, this Board granted to West Coast

Regional Water Supply Authority a Consumptive Use Permit to make a combined average

annual withdrawal of 30,000,000 gallons of water per day, with a maximum combined

withdrawal rate not to exceed 30,000,000 gallons during any single day, from 10

production wells within the Cypress Creek Well Field. Such permit expires on
December 31, 1980.
2. The matter is before the Board this date in accordance with Condition 10(a)

of such Consumptive Use Permit:

(a) "During this test period, water levels in observation wells will be
monitored for compliance with regulatory scheme. In addition, those
private wells set forth on Exhibit 2, attached, will be further re-
viewed to assure non-interference. Should any significant anomalous
events occur during the test period, either to the private wells or
otherwise, such will be reported to the Board and a hearing will be
held at the July, 1978, Board meeting to consider modifying the
terms and conditions of this Permit or taking such other action as
may be advisable."
3. As stated in paragraph 19 of Order No. 78-24: "During this entire

investigation period, it is expected that all existing legal uses of water that are

interfered with by well field withdrawals should be discovered and action taken by
the Authority to overcome such interference".

4. The testimony and evidence shows that 1978 has been wetter than normal

and that therefore, the period April 18, 1978, and ending June 27, 1978, ^Y1 wxhlJj

opportune time for a dry season stress test. No significant anomalous events occurred
during such test, but neither was it the type of test intended by the Governing Board.
5. The Authority has agreed to increase the number of observation wells
Being monitored. The Authority further agrees to prepare and submit a comprehensive

report of environmental and hydrologic effects of water level fluctuations
from the period of August 1, 1978, through December 31, 1978, and submit
such report to the District on or before January 19, 1979.
Wherefore, upon consideration, it is
ORDERED
6. Permittee shall select and recommend to District Staff 15 additional

observation wells to be monitored. Such recommendation shall be submitted in
writing not later than July 12, 1978, for Staff approval.
7. On or before January 19, 1979, Permittee shall submit a comprehensive
report of environmental and hydrologic effects of water level fluctuations in the
area of the Cypress Creek Well Field, covering the period from August 1, 1978, through
December 31, 1978.
