Re: Test and Monitor Wells Permitting Procedures
Dear Mr. Frink:
Recently some confusion has arisen regarding the permitting procedures for
test and monitor wells. The correct procedure is as follows:
A well construction permit application for a test or monitor well is sub-
mitted to the District. The application is checked for completeness and
if the well is under 6 Inches in diameter it is approved and released with
the stipulation that the test well will not be converted to a production
well or observation well without first obtaining permission from the
District for such conversion. This is provided for in 16J-3.10(2) F.A.C.
Testing may commence without further action from the District.
If the proposed well fits consumptive use criteria, the permit will be held
in abeyance until the CUP is approved or until the Board or Executive
Director grants an exception as provided for in 16J-3.06(4)(b). Upon CUP
approval or exception, the well construction permit is assigned a number
and returned to the licensed drilling contractor. No withdrawals are
authorized from these wells without the permission of the Board.
