This will confirm the request and conversation which we had last fMonday
regarding the funding problem and needs of the Ilest Coast Regional Water
It is my understanding that you are officially requesting that our Governing
Board set-aside .025 mills of our District-wide tax that is levied within
Hillsborough, Pinellas and Pasco counties and that this money, approximately
$300,000, would be used for operational funds of the Authority.
It is my further understanding that you are requesting that the Basin
Boards within the boundaries of your authority consider as Basin projects
for funding by the Basin, those specific studies and investigations needed
by your authority.
These requests will be presented to our Governing Board for consideration
and it is my personal opinion that the Basin Boards will be receptive towards
funding those studies and investigations which your authority believes and
my staff concurs, will lead towards alleviation of our water supply problems
in the Tampa Bay area. It is my further opinion that it would be improper
to set aside a part of the District-wide village for use in only three
counties of the District.
We are beginning our budgeting project right now for fiscal 76/77 which
begins October 1 and by copy of this letter to "Doc" Hesse, I am requesting
that he write me outlining the specific needs for studies, investigations and
projects. If there is a 8igh-priority need for financial assistance during
this current fiscal year, we do have the capability of transferring Basin
funds from projects which might be considered of lower priority.

RE: Issuance of Consumptive Use Permits in Pinellas, Hillsborough
and Pasco Counties
On April 19, Mr. McAteer, Mr. Blain and I attended a meeting in Clearwater
which was called by Senator Spicola to discuss problems in the tri-county
area which the West Coast Regional Water Supply Authority is having in its
efforts to move towards becoming the water supplier in the area.
One of the problems pointed out in that meeting was the funding problems which
I hope we can help alleviate if our Basin Boards will agree to assist in the
funding of necessary studies to rmve them on their way. (see my letter of
April 13 to Senator de la Parte). Another and even more important problem
which ras discussed in great detail at the meeting was that four mrcexbrs of
the five-rermer authority (Pinellas, Pasco, Hillsborough and St. Petersburg)
were proceeding on their cwn towards the development of new sources of water
supply. If this is allowed to continue, the Regional Water Supply Authority
will never be able to function as the wholesaler it was originally intended to be.
In order that we might samehci help to resolve the continuing water supply
problems in the tri-county area, I feel it necessary to take steps which, even
if not successful, might bring things to a head so that all residents of the
tri-county area are assured of an adequate supply of water.
Therefore, I am instructing the staff that effective inramdiately, all consumptive
use permits for new public water supplies in Hillsborough, Pasco and Pinellas
Counties, whether by county, municipality or private developer, are to be
presented to the Hearing Officer and Governing Board with a reccrmendation for
denial unless supported by a letter frcm the West Coast Regional Water Supply
Authority saying that the Authority cannot supply the necessary water and
the Authority recommends approval of the permit. This is based upon my belief,
which I keep repeating, that the only long-term solution for our water supply
problems, is that there be one supplier within an area. Each recommendation shall
also include, the hydrologic aspects of the application with specific regard
to whether or not it meets the criteria in our rules and regulations for
issuance of a permit.
Additionally, I have instructed the staff that representatives of the West
Coast Regional Water Supply Authority are to be invited to participate in any
discussions with applicants for new public water supply consumptive use permits in
the three counties.
