Tampa, Florida May 27, 1976

The Northwest Hillsborough Basin Board of the Southwest Florida Water
Management District met on Thursday, May 27, 1976, at 2:00 p.m. at the
Lutz Branch Library, Lutz, Florida. The following persons were present:
Robert Martinez, Chairman Ex Officio, Frank D. Jackson, Charles H.
Martin, and Dr. Richard Powell, Members; Donald R. Feaster, Executive
Director; J. B. Butler, William T. Allee, District Staff; Myron G.
Gibbons, Board Counsel; Richard Hesse, West Coast Regional Water Supply
Authority; Samuel G. Hibbs, M.D., John Jiretz, Jr., and Mike Loescher,
Tampa Tribune.

Chairman Martinez called the meeting to order and the roll was called.
Following review by the Board, Dr. Powell moved, seconded by Mr. Martin,
that the minutes of the meeting of April 29, 1976 be approved as published.
Motion unanimously carried.

Mr. Feaster briefed the Board on a request by the West Coast Regional
Water Supply Authority for funding assistance this fiscal year from five
SWFWMD Basin Boards including the Northwest Hillsborough Basin Board in
providing a water source feasibility study of Pinellas, Hillsborough and
Pinellas Counties. Mr. Hesse, General Manager of the Authority, explained
that this study is underway at a cost of $125,000 to determine water
sources to meet the short term (1980-85) needs of the study area. Mr.
Gibbons advised that if this Board and the other four basin boards
involved agree to accommodate the Authority's request, there should be a
written agreement outlining this cooperative effort and stating that the
feasibility study is valuable to both agencies. Following a thorough
discussion, Dr. Powell moved, seconded by Mr. Jackson, to approve this
funding request in principle with the cost sharing to be based on
taxable property valuations within the respective basins and subject to
approval by the other basin boards involved and the execution of a joint
participation agreement as advised by Mr. Gibbons. Motion unanimously
