the administrative expertise that will assure the people within
the region that they will have the best water available at the
lowest cost of production that is consistent with the technical,
environmental, ecological and biological requirements.
Additionally, the Water Study Committee is cognizant
that research and development of other origins of water, besides
wellfields, such as rivers and stream sources and salt water
conversion, can best be accomplished by the regional approach.
It is for the above and foregoing reasons that the
Water Study Committee recommends a continuing dialogue with
the Regional Water Authority, that this City support the Authority,
and that we adopt, as our approach in the development of a
permanent relationship, the recommendations that are contained
in this letter.

With the foregoing thought in mind, the Water Study
Committee proposes the following approach at this time:

PHASE ONE

That continuing discussions be maintained between the
New Port Richey Water Study Committee and staff members of the
Regional Water Authority in order to develop the concept for an
inter-relationship between the Authority and the City with a view
toward entering into a mutual agreement in reference to the
production, the allocation, and the channeling of freshwater
resources. As an illustration, the Authority and the City could
enter into an agreement whereby the Authority, on a short term
basis, could allocate the water produced by the City to areas
of need with the understanding that freshwater produced by the
Authority on a long term basis would be available for allocation
to the City in order for the latter to meet projected commitments
into the 1980's and beyond. At this phase, wellfield interests
of this City, both existing and potential, would continue to be
under the dominion and operation of the City.

PHASE TWO AND BEYOND

The formulation of this phase depends upon several
factors such as the future progress of the Authority; its
ability to galvanize together all of its membership entities
into a viable, well-integrated organization with a common purpose;
the working relationship and results which are achieved by the
City and the Authority during Phase One; the relative economics
of water production (can the Authority produce water more
economically on a heavy .volume basis than can the City?);
enviornmental, ecological and biological considerations; future
legislation in this field and other relevant points of consider-
ation.

The TWater Study Committee does feel that the Regional
Water Authority, if it developed into the single water producing
entity for this region of the State, will provide the required
financing resources, the technical and professional staff and

Re: WATER STUDY COMMITTEE REPORT

Dear Mrs. LeFils and Gentlemen:

On Tuesday, Mlay 18, 1976, the Water Study Committee
met with IMessrs. Louis de la Parte, Doc Hesse and Donald E. Dye
of the West Coast Regional Water Authority. The Authority is
a legislatively authorized entity which has, as its' membership,
the Counties of Pinellas, HIillsborough and Pasco, and the Cities
of St. Petersburg and Tampa; it is charged with the responsibility
of developing and operating water production facilities.

The central theme of the conference was the development
of a concept which would provide a clearer understanding of the
inter-relationship that.should exist between the Water Authority
and the City of New Port Richey on the subject of freshwater
production. No specific conclusions were reached. At the end
of the meeting, it was agreed that our Water Study Committee would
meet again, in the near future, prepare a report and recommendation
to the City Council and then transmit the action, if any, that
is authorized by the City Council.

At a meeting on June 1, 1976, the Water Study Committee
agreed that the approach toward developing an inter-relationship
with the Regional Water Authority should be accomplished in phases,
rather than by a conclusive commitment in the first instance.
This approach is deemed advisable because the Authority, itself,
is in a state of development, although the end objective or mission
of the Authority is to be the principal or the sole producer within
the territory wherein it is authorized to operate.

prepared by the Water Study Committee of the City of New Port
Richey, on June 9, 1976, which will be placed on the agenda of
the City Council meeting which is now scheduled for Tuesday,
July 6, 1976, at 7:30 P.M., at the Municipal Building, 320 East
Main Street, New Port Richey, and if any member of your Authority
would care to attend that meeting, we will be glad to have him
do so.

I am sending a copy of this letter to Messrs. McAteer,
Feaster, Ahern and de la Parte with the request that the proposed
