the affected Basins concurrently with the District's payment of

the contribution to the cost of the Project:

3. The Authority would submit progress reports to the District

on the status of the water source feasibility study and 50 copies of

the final report.

4. The District and Authority agree that the Authority will

be the contract administrator of the Project assuring the needs of

both parties are met by the consultants performing the work and

services required by the Project and maintaining full and open

communication with the District on the status of the Project,

problems occurring with the projects and projected completion dates

on the Project.

5. The Authority as the administrator of the Project, agrees

to assign such personnel and supply essential equipment, facilities

and supplies as required to coordinate the completion of said project.

6. The first phase of this Project shall be completed on or

before December 31, 1976, unless extended, in writing, by mutual consent.

It is acknowledged that the signatories of this Agreement are

acting for and on behalf of their respective agencies, and that

they are authorized to bind the parties hereto to this Agreement

pursuant to the applicable provisions of the laws of the State of

Florida.

the area based on the tax valuation within the respective basins;

and

WHEREAS, S373.1961, Florida Statutes, requires that the District

shall assist the Authority in such water source feasibility study;

NOW, THEREFORE, for and in consideration of the mutual covenants

herein contained, and for other good and valuable considerations,

the parties hereto mutually agree as follows:

1. The Authority has employed the firm of Ross, Saarinen, Bolton

and Wilder to undertake a water source feasibility study and development

of water demand data for the Hillsborough, Pasco and Pinellas County

area at a total cost of $125,000.00 as the first phase of the project.

2. The District has agreed to contribute to the total cost of

the study a pro rata portion based on tax valuations of the five Watershed

Basins that will be included in the Project using the following breakdown

and percentage of contribution based on Calendar Year 1975 tax rolls as

provided by the County Property Appraisers:

The Authority agrees that its jurisdiction does not extend into Polk

and Hernando Counties which are within the boundaries of the Basins

contributing toward the Project; and therefore, it will return to

those Basins a percentage of the Basin's share of the cost of the

Project for use in that County lying outside of the Authority's juris-

diction. The amount of money to be returned to the Basin shall be

determined by using the percentage of taxable property in that portion

of the Basin outside of the Authority's jurisdiction in relation

to the total taxable property in the Basin based on Calendar Year

1975 tax rolls as provided by the County Property Appraisers. It

is agreed that the Authority will pay the following amounts to

THIS AGREEMENT, Made and entered into this day of

1976, by and between the ALAFIA RIVER BASIN,

HILLSBOROUGH RIVER BASIN, NORTHWEST HILLSBOROUGH BASIN, PINELLAS-

ANCLOTE RIVER BASIN, PITHLACHASCOTEE RIVER BASIN and the SOUTH-

WEST FLORIDA WATER MANAGEMENT DISTRICT, a public corporation of

the State of Florida, hereinafter referred to collectively as the

"DISTRICT," and WEST COAST REGIONAL WATER SUPPLY AUTHORITY, a

public corporation of the State of Florida, hereinafter referred

to as the "AUTHORITY."

WITNESSETH:

WHEREAS, the District was created by Chapter 61-691, Laws of

Florida, for protecting, developing and managing the water resources

within the jurisdiction of the District; and

WHEREAS, the Authority was created by Chapter 74-114, Laws

of Florida, for the purposes of developing sources of storing

and supplying water for county or municipal purposes without

causing adverse environmental effects from excessive or improper

withdrawals; and

WHEREAS, the Authority has determined that a water source

feasibility study, hereinafter called "Project," is needed for

the counties of Hillsborough, Pasco and Pinellas to meet the

needs of the rapid urbanization of this tri-county area and the

Authority is empowered, under $373.1961, (2) Florida Statutes,

to undertake planning to assist in meeting the water supply needs

of the rapidly urbanizing areas within the Authority; and

WHEREAS, the Authority has, by due, proper and appropriate

resolution, requested the District to assist the Authority in

financing a water source feasibility study in the tri-county area

for the Fiscal Year 1975-76 chargeable to the Watershed Basins in

The percentage used is based on the latest property valuations we have from
the County appraisers. By written agreements with the District, WCRWSA will
return to the appropriate Basin those funds levied in any County of the Basin
