Curry foresees



problems brewing



in new water pac '

Hillsborough County commission 'chairman- Bob Curry.,4a
said he can already foresee problems developing within the... ,.
new West Coast Regional Water Supply Authority due to the.,: ;
makeup of the board.
Curry said the ability of local governments to appoint ad-.,
ministrative personnel as members of the governing board..
may "handicap" future decisions of the authority.
Curry's comments followed the signing yesterday of the'.
regional water pact by representatives of Hillsborough,-
Pasco and Pinellas counties, and the cities of Tampa and St.. '
Petersburg.
With local governments finally giving their approval to-,."
the establishment of a regional water supply authority, the...',
Florida cabinet can now place its stamp of approval on the,:" '
formation of the authority. -,7.
If the cabinet approves of the authority, the first meeting
has tentatively been scheduled folr Nov. 20. : .-
But, Curry said he predicts there will be problems if.* : ,.
some governments appoint administrators to represent them..
"There will be a reluctance of staff to act without confer-
ring with their elected board," Curry added. .
So far, only the City of Tampa has appointed an adminis-C. -
, trator water resources coordinator Dale Twachtmann to
serve as its representative.
The remaining four governmental units have not selected"
an authority member, but Curry said all tje counties have in-'/
dicated commissioners will be appointed. -:
Curry said the only way a community can expect to have ,
a free and independent vote cast on authority action is to :
have elected officials represent it. ....
The authority is a result of legislation passed during this ,
Year's, legislative session. It calls for the creation of the au- "
thority to design, construct, operate and maintain water sup- HI !
ply facilities within the three-county area. '
The authority is also a last-ditch effort by local govern- -
me'nt officials to try and resolve the range war atmosphere "
which has existed between i Hillsborough and Pinellas coun-3
ties over the pumping of water from Hillsborough to Pinellas -
county. ". -
