I believe these comments are also in agreement with your recommend-
ations concerning the usage of regional well field concepts. The Pinellas
County Water System is rapidly approaching the time when this right-of-way
acquisition is needed for the construction of a pipeline to the Cypress Creek
Flood Retention area which would become the regional well field. In fact,
we have notified the County that it is our opinion that the right-of-way both
for the pipeline construction and the well field should be acquired by
July 1, 1973.
My purpose of this letter is to offer to you my firm assistance in any
manner in which we can help you obtain the Railroad right-of-way for South-
west Florida Water Management District in order that it might be utilized
for a regional pipeline to service the utility companies along this route.
We would be most anxious to discuss this matter with you and to offer any
assistance as far as the concepts and approaches by the utility companies
usage of this in order to expedite the acquisition of the right-of-way and/or
an easement for usage by the utility companies. I would appreciate your
comments and response to this letter at your earliest convenience.

RE: Seaboard Coastline Railroad
As you are aware, as consultants for the Pinellas County Water
System, we have endeavored to obtain an easement and to help Southwest
Florida Water Management District acquire the railroad right-of-way
from Tarpon Springs to the intersection of State Road 52 and the railroad
Our purpose for this, of course, is to enable the construction of
a water main from the Cypress Creek Flood Retention area to Pinellas
County, City of St. Petersburg and any other utility user along this route.
Some six to eight months ago we contacted the Seaboard Coastline Railroad
in Tampa requesting their concurrence on the obtaining of an easement
for the construction of a pipeline for Pinellas County Water System. We
have since had many meetings with the City of St. Petersburg and South-
west Fldrida Water Management District and numerous contacts with
the Railroad representative regarding this right-of-way. It is our under-
standing that Southwest Florida Water Management District had initiated
a request to obtain this right-of-way if and when it was ever abandor.ded
by the Railroad. In the joint meetings with the City of St. Petersburg and
Pinellas County it has been mutually agreed that Southwest Florida Water
Management District is the logical agency to own this right-of-way and to
regulate its usage for the construction of pipeline and other facilities.
Letters to this affect have been written to Southwest Florida Water Manage-
ment District by both the City of St. Petersburg and Pinellas County Water
System. The.two Utilities are also in agreement that any other utility
which wishes to tap into a common pipeline along this right-of-way should
be allowed to do so, but that that utility should indicate their willingness
to participate in the cost of the pipeline and/or right-of-way.
