1. To be established by legislative act

2. Membership on the authority would consist of three
classes with each person having one vote:
a. Chairmen (or designated representatives) of Boards
of County Commissioners for:
1. Marion County
2. Levy County
3. Citrus County
4. Hernando County
5. Pasco County
6. Hillsborough County
7. Pinellas County
b. The mayors (or designated representatives) of:
1. City of Tampa
2. City of St. Petersburg
3. City of New Port Richey
4. Other cities using or desiring to use water from
the authority
c. Chairmen of SWFWMD and of the respective Basin Boards
(No person in this category would have more than one
vote even though serving as chairman of more than
one board.)

3. Purpose- To construct and operate
a water transmission system; to establish or acquire
treatment facilities for surface and ground water;
to establish or acquire well fields and other water
production facilities; to deliver potable water to
local distribution systems.

4. The Authority would be prohibited from retail distribution
of water.

5. The Authority would be required to meet quarterly or more
frequently and would have power to elect an executive
committee to act in the interim between meetings.

6. Well field operation and surface withdrawal will be subject
to SWFWMD regulation. The Authority would distribute
water based upon need.
