Request for daytime irrigation ban in County-operated water systems
Subject:


On 9 April, the BOCC approved a request for a voluntary ban on daytime
irrigation within County-operated water systems. Suitable notices were
mailed to all 8,000 customers on 10 April.

This approval resulted from the great strains placed on the County wells
during this dry season. In addition, the BOCC has authorized emergency pro-
cedures to obtain additional water supplies by (1) tapping the Gardinier
pipeline for the benefit of the Riverview-Gibsonton system and (2) adding
wells 6 and 7 to the Sun City Center system. Your staff is now energetically
engaged in these two operations.

However, the hydrologic condition of most of the County well fields con-
tinues to degrade -- particularly at Sun City Center. The "voluntary ban"
has been helpful, but we should go a step further for the remaining weeks
of the dry season. Accordingly, the Utilities and Water Resources Departments
request the position of a mandatory ban against daytime irrigation within
County-operated water systems. -=

Attorneys John McWhirter and John Bakas inform me that the BOCC has the
necessary legal authority for this action and by copy of this memo, I respect-
fully request the assistance of M. J. O'Brien's office in preparing a suitable
instrument.
