Dear Jack:

The proposal for the new boundary between SWFWMD and the Suwannee District
given to Sonny Vergara October 31, 1975 is not acceptable. Your proposal
is apparently based upon the area's relatively insignificant surface water
divide which we feel is inappropriate in light of the rather well defined
groundwater divide.

I urge you to look once more at the two alternatives I sent you on Septem-
ber 18, 1975 and comment as to why you feel they should not be utilized
to establish our common boundary.
