Dear Don:

As our Legislative Session draws near, I hear increasing debate between
Hillsborough and Pinellas Counties regarding the future of the Southwest
Florida Water Management District. Cf course you are well aware that
the SWFWMD Headquarters is located in Brooksville and thus my interest
in this matter.

During our 1975 Session, there were numerous attempts to change the
structure of the SWFWMD and it all stemmed from the Hillsborough and
Pinellas water interests trying to obtain control. My interest, of course,
Is deep rooted in my District, but further I am very much concerned about
the future of water resources and their control within Florida, and more
particularly the area encompassed by the SWFWMD.

I I am, therefore, requesting that you consider very seriously a position
that would assure the continuity of the work of the SWFWMD. It has been
an efficient and effective organization and this annual turmoil certainly does
not enhance its service to the people of Florida. Unfortunately, the issue
has been a political one in the Pinellas-Hillsborough area more than it has
been one that would further the service to the people we represent.
