Subject: Draft Environmental Statement, C-135 and Lower
Hillsborough River Basin, Four River Basins, Florida


The subject statement has been reviewed and an assessment of the
hydrographic effects of the channel deepening along the tidal reach
of Palm River cannot be made at this time. The plans for this Tampa
Bypass Canal (C-135) call for a canal depth of -21.0 feet, m.s.l.,
at the entrance to McKay Bay, the receiving water body. Shallow
water depths less than -5.0 feet, m.l.w., prevail over McKay Bay, with
-0.5 feet, m.l.w., to -1.0 feet, m.l.w., being predominant near the
existing mouth of Palm River. It is probable that this tidal reach
of C-135 between McKay Bay and water control structure S-160 will
undergo distinct stratification and might not achieve consistent tidal
flushing with the receiving waters of McKay Bay. This could result
in severe water quality problems within the canal itself. With this
in mind, a periodic increase in flushing due to the additional fresh-
water discharge might have an adverse impact on the aquatic life of
McKay Bay.

A hydrographic study should be made to determine the effects of this
project on the bay and estuarine system. This study should investi-
gate the hydrographic changes which would occur from altering the
freshwater discharge in western Hillsboro Bay and McKay Bay.

The hydraulics associated with the proposed work should be defined,
which would include predicting:

1. The tidal hydraulic characteristics of the canal;
2. The hydraulics of the freshwater/saltwater interface;
3. The extent of saltwater intrusion;
4. The flushing rate for conditions ranging from normal
tidal exchange to flushing achieved by maximum fresh-
water runoff;
5. The pollution transport characteristics of the altered
system; and
6. The sediment transport capabilities of the system.
