Dear Hubert:

Buddy Blain said that you were interested in reviewing an environmental
impact statement so that you would have a better feel for what they're
all about. Enclosed are: (1) an environmental statement, "Tampa Bypass
Canal (C-135); Harney Canal (C-136); Water Control Structures S-155,
S-159, S-160 and S-161; Lower Hillsborough Flood Detention Area and
Levee L-112(S), Four River Basins, Florida Project," prepared by the
staff of SWFWMD in June, 1971; and (2) copy of environmental impact
statement prepared by the Corps of Engineers in April, 1974. Actually
only one environmental impact statement is required for any project,
and the statement is the responsibility of the design agency -- in our
case, this being the Corps of Engineers. But several years ago when
the Clearinghouse was created in the Division of State Planning, we
realized that the Corps of Engineers could not prepare this environ-
mental impact statement by the deadline we had set and so we prepared
an environmental statement for submission and review by the Clearing-
house with a second benefit being an excellent way to give input to the
Corps of Engineers for inclusion in their statement.

Please feel free to keep both statements if you'd like, but if you have
no other need for them, we'd appreciate their return after your review.
