Dear Representative Nuckolls:

It is surprising that George Lane would leave our meeting in Punta Gorda on
March 6, with the impression that we were "amused and dismiss lightly" your
requests for taxes assessed versus expenditures in Charlotte County. At the
meeting and in our letter of February 3, we made every attempt to be respons-
ive to your request but, at the same time, state the difficulties associated
with breaking out expenditures on a county basis. Specifically, our operation
,by river basins instead of political boundaries was mandated by the Legislature
that created this District and accordingly, we keep our expenditure records on
,this basis. It should also be noted that the recent legislation creating other
Water Management Districts in the State does not follow political boundaries.

A considerable amount of extra work will be required by my Finance and Account-
ing Division to research old records and try to break down expenditures by
county, and even then the funds identified as expended in Charlotte County will
not accurately reflect benefits to Charlotte County. However, we are working
on this and will provide you the best possible data by March 28, 1975.

I regret that it was felt necessary for your letter to include statements
alleging "taxation without representation and fiscal irresponsibility." Since
our records are maintained in accord with the law, I must assume that the fiscal
irresponsibility comment is based on a comparison between the Charlotte County
tax collector's records and ours. This is a matter of difference based on
periods of record as used by each agency and year to year overlap. In this
regard, please refer to paragraph two of the attached letter to the Honorable
Fred Burrall.

As to representation, the legislature creating this District assured a represen-
tative from each county of the District, but none of the other Water Management
Districts have this provision. If Board members were elected, you might find
membership being dominated by the heavily populated areas instead of having a
more balanced geographical representation as at present. As a point of further
information, two members of the Governing Board reside within the Peace River
Basin, whereas, only one Governing Board member resides within the Pinellas-
Anclote Basin and one within the Hillsborough River Basin, our two most populous
Basins.

Representative Nuckolls, from your letter I can only assume that there is a
misunderstanding as to the manner in which we accomplish our assigned responsi-
bilities and the work we do. If we have contributed to this, please accept
my sincere apology for not having presented our story to you better. If you
can find time to come visit with us in our office in Brooksville, I would appreci-
ate a call to that effect. If you can't come to Brooksville, I will make a
special effort to meet with you at your pleasure.
