Dear Senator Lewis:
There'-s no doubt that the problems facing water management districts
this legislative session were the most serious we've had to face in
our history. Without your extensive personal interest and effort on
our behalf, all of our work to date, as well as the myriad of complex
hydrologic problems still before us, would have been left to grow
worse had we not had your very effective leadership and guidance.
Please let me extend to you on behalf of the District's Basin Boards
and Governing Board our sincere appreciation.
We look forward to working with you in the coming year to further re-
solve the complicated dilemmas we must now tackle. If there is any
