RE: Notes from House Sub-Comittee Meetings August 25-26



Sonny, this is meant to give you a brief idea of what took place in West Palm
Beach at the referenced meetings and an idea oi what can be expected when the
Select Sub-Comittee visits our area.

The first item on the agenda was a presentation by the Flood Control District.
It was divided into several parts, each presented by members of the staff. Don
M3rgan gave a brief introduction and welcome to the district address to the
committee. Then Mr. Storch took over and discussed the various data collections
and other programs that are under way by the district in meeting its responsi-
bilities as set out in Chapter 373. He discussed in some detail the work that
has been done and is being done on the district's portion of the State Water Use
Plan, You might note that the FCD refers to this as the water use and water
supply development plan.

The next part of the presentation was referred to as public works. Mr. Mtloy
handled this portion and discussed the various facits of the Corps of Engineers'
projects that are under way. He briefly recapped all the works that have been
constructed, those that are under construction, and those that are projected
over the next several years. He went into the funding aspects by the federal
and state governments as they apply to this particular project. Another staff
umber took over then, I think his name was Mr* Woodroski. He heads up the
department that handles DRI reviews for the Regional Planning Councils. As you
know, the Flood Control District gives these a much wore thorough review than
our staff does.

The last part of the presentation was by Don Morgan again, le merely suImed up
the coordination that takes place between the district and various state agen-
cLes. He pointed out that the FCD Governing Board has taken a very broad view
of the responsibilities set out in Chapter 373 and, therefore, certain activi-
ties that the ?CD is involved in are unique to that district. With regard to
coordination with state agencies, he casually mentioned that there have been
sa to dispursing the funds appropriated by the Legislature.

That very briefly was the presentation made by the Flood Control District. If
you have any specific questions on those, I have sore detailed notes.

The meeting t'at was held the evening of August 25th was open to conments by
the public and local government units. Nothing really significant occurred,
although there were several speakers representing various groups including Orange
County, the Water Users Association of Florida, Florida Wildlife Federation, and
others.

During the course of the meetings, many questions were raised by the Legislatures,
either as they related to the topic wonder discussion, or whatever else came to
their minds. I just wanted to list some of the questions that were raised and
can be expected to be asked of our District:

1. Rep. M)Enight asked, with regard to the Water Resources Act
of 1972, what time frame will be required to accomplish some of
the objectives and responsibilities set out in the act, such as
the State Water Use Plan.

2. Rep. Gallagher asked what percent of the Flood Control
District's takes were received from Dade County.

3. The Flood Control District was asked what population could
be handled by the available water supply.

4. Rep. Umakins asked what the FCD was anticipating the Legis-
lature to do if the Referendum fails.

5. Rep. Hodges, Chairman of the Sub-Coemittee, asked FCD
officials how doatic and agriculture water uses are considered,
particularly relative to priorities.

6. The question was raised as to the possibility of Iaplementing
the Basin Board concept for all water management districts.

7. Rep. Fulford, Chairman of the House Natural Resources Com-
mittee, asked rW. Maloy what is the district's mission.

3. With regard to the possibility of FCD losing its taxing
authority, Mr. Naloy was asked what would be the funding require-
aents to only maintain the works within the district that have
already been constructed.

9. Rep. Fulford asked for FCD's feelings on it getting into the
water production business.

10. Rep. Iehn asked would it work,if taxing authorities lost, for
a monthly water management fee to be charged to citizens.

11. In response to comments that the Water Resources Act isn't
"crystal clear" in all sections, Rep. Fulford asked that the
