7 Be It Enacted by the Legislature of the State of Florida:

a Section 1. Section 373. 101, Florida Statutes, is amended to read:

9 373.101 Purpose.-premevt -fex?3ingig... and specific

10 limitations.--

11 The purposes of this law are to implement the declared water policy

12 of this state by effecting the mximum beneficial utilization, development

"13 and conservation of the water resources of the state in the best interest of

14 all its people and to prevent the waste and unreasonable use of said
