ing application proceeding to be heard by the Board as scheduled
for this date.
2. The Petitioner has set forth sufficient facts in
his petition which if proved would support his allegation that
his substantial interests could be affected by final agency
action on the pending applications styled as above.
3. The Petition does not set forth sufficient facts
to demonstrate that the associational interests of the Saddle-
back Lake Association could be affected by final agency action
in the proceedings.
4. The contents of paragraph 6 of the Petition need
not be considered at this juncture as they are not germane to
issue as to whether intervention should be granted.

Hill, III, and he is granted full party status in all further
proceedings regarding Application Nos. 200003, 200004 and 206676
through final agency action.

7. The Intervenor will receive due notice of all future
dates at which Continued Public Hearings are conducted regarding
any or all of the three pending wellfield applications, for
which continuances were granted this date.

ORDER GRANTING PETITION OF
BENJAMIN H. HILL, III TO INTERVENE
During Public Hearings scheduled for September 1, 1982,
to consider the above styled matters pending for such date, and
prior to consideration of a pending request by Hillsborough
County that Application No. 206676 be continued, and a request
by District staff, with the concurrence of WCRWSA and the City
of St. Petersburg, that Application Nos. 200003 and 200004 be
Continued, the Board took up and considered a Petition to Inter-
i vene filed by Benjamin H. Hill, III in his own behalf and in
behalf of the Saddleback Lake Association, Inc.
Upon consideration of such Petition to Intervene, state-
j ments of General Counsel for the District, and statements of
Benjamin H. Hill, III, Esquire, the Board

1. The Petitioner agreed to amend his Petition to delete
reference to and request to intervene in the matter of the City
